PATH is seeking a Regional Technical Officer, Asia to provide HIV and Hepatitis C virus (HCV)-related technical and programmatic support to ongoing projects in Vietnam, India, Indonesia, and other countries in Southeast Asia as well as to build the HIV portfolio of projects by working with program leaders to research, develop, and draft concept notes and proposals. This position will report directly to the Managing Director, HIV & TB.
Job Location - India or Myanmar or Vietnam
Responsibilities:
- Develop and advice on key technical products including guidelines, SOPs, training materials, and demand creation strategies and materials.
- Lead in designing, implementing, and analyzing formative studies, operations research, and other forms of implementation science to assess the acceptability and feasibility of new innovative approaches.
- Support development of manuscripts, articles, briefs, and abstracts that describe key results from implementation science and monitoring data.
- Provide support in implementing and assessing continuous quality improvement (QI) frameworks, and aligning with PATH’s core approach to QI.
- Provide programmatic support to project staff in focus countries, including program coordination and backstopping; partner engagement, report writing; project start-up and close-out; and work plan development.
- Monitor project activities to ensure adherence to project work plans, timelines, resource allocations, and deliverable schedules via regular contact and coordination with in-country staff.
- Contribute to HIV, TB, and viral hepatitis business development efforts via research, writing, and proposal management.
- Serve as the primary day-to-day liaison between the HIV and HCV projects in Southeast Asia and other PATH staff and projects.
- Provide guidance to HIV/TB Global Program projects and positioning/proposal development efforts on WHO and PEPFAR guidance/recommendations/best practices for HIV, TB, HCV, and/or coinfection.
- Work with in-country and regional staff to document activities and successes, and write abstracts, success stories, journal articles, or other materials to share achievements.
- Develop content for PATH communications and external events, including blogs, case studies, policy reports, fact sheets or briefs, newsletters, and PowerPoint presentations.
Required Skills and Experience:
- Medical doctor or master degree in medical sciences preferably, or equivalent in public health related field;
- A minimum of 10 years of experiences in health care services, including 5 years in providing technical support for HIV programming in Asia (ideally Southeast Asia).
- Experience working with a range of HIV stakeholders in Asia, including local partners, donors, and government
- Demonstrated understanding and ability to successful implement PEPFAR guidance.
- Experience in proposal writing and business development with a variety of donors.
- Experience in two or more of the following technical areas: HIV, HCV, TB; CQI; social and behavior change communication; advocacy, social mobilization, and communication; gender and/or gender-based violence; and monitoring and evaluation.
- Demonstrated ability to communicate (orally and in writing) complex issues in a concise, compelling, and easily understandable manner.
- Technical writing skills, such as synthesizing research findings, content for proposal sections, etc.
- Skilled in successfully working with geographically dispersed teams and working in a multi-cultural environment.
- Strong capabilities in and commitment to partnership, co-creation, and respectful engagement with a diverse range of individuals and partners.
- Proficient computer skills in Microsoft Office Suite applications, including Word, Excel, PowerPoint, and Outlook.
- Strong interpersonal and organizational skills, with ability to prioritize deadlines and work in fast-moving environments and teams, while maintaining accuracy.
- Ability to travel up to 25% (once allowable).
