The Program

The Vietnam Australia Partnership for Human Resource Development Program (VAPHRD) (known as Aus4Skills) is an Australia official development assistance program, which supports Vietnam to access and use high-level professional and technical knowledge, skills and competencies to contribute to Vietnam’s sustainable economic and social development.

Aus4Skills implements DFAT’s Australia Awards Scholarships (AAS) and alumni engagement programs in Vietnam, together with targeted components of Human Resource Development support:

• Promoting Industry Linkages in Vocational Education and Training (VET), which supports engagement between industry and VET institutions to improve the quality of VET in Vietnam;
• Advancing Women in Leadership (AWIL), which aims to increase the representation of women in political leadership and decision-making positions in Vietnam;
• Supporting Australia’s Broader Interests (ABI) / Vietnam Australia Centre (VAC), which supports Vietnam’s future leadership in the areas of strategic leadership, international engagement and policy research, analysis and advisory.

The Program is required to skilfully manage these multiple components that contribute to overarching program outcomes.

In addition, all Program activities look to contribute to the objectives of the Australian Government’s Foreign Policy White Paper, the Strategic Partnership between Australia and Vietnam and the Australian Government’s recently released COVID-19 Development Response Plan for Vietnam.

Phase 1 of the program concludes on 30 June 2021. A 4.5 year Phase 2 is expected to commence from July 2021.

The Position

The Finance and Administration Manager provides high level finance and administrative support to the Program Director in the effective delivery of key project objectives. The incumbent’s primary responsibilities are to assist the Program Director with the management of all project finances and the management of service provision to support Aus4Skills activities. The Finance and Administration Manager is responsible for the implementation of procedures set out in the Quality Systems Manual and Operations Manual for the effective management of project finances. The Finance and Administration Manager will also have responsibility for a range of administrative activities that provide support to the Program Director and other Aus4Skills staff including human resource management and facilities and services management.

The Person

Tetra Tech International Development are now seeking applications from candidates with substantial Finance and Administrative experience in complex development programs and cross-cultural teams with a focus on results.

Together with your financial and office management skills and knowledge, you will demonstrate extensive experience with payroll management, expenditure reports, record management, insurance management and procurement activities.

In addition, you will display the ability to establish and manage appropriate project management systems and mechanisms, supervise and coordinate Program support staff and effective management of facilities.

Highly developed communication and relationships management skills and an understanding of a complex Human Resource Development Program are essential.

This position is locally engaged and reserved for National Citizens of Vietnam.
