Assignment Title: Endline survey consultant - Health sector (team leader, work as a team with agriculture consultant)
Reference No. (as per Procurement Plan): VN-SC-147904-CS-INDV
The Save the Children has received financing from the World Bank toward the cost of the Northern Mountain Integrated Child Nutrition Improvement Project, and intends to apply part of the proceeds for consulting service.
The consulting service (“the Service”) includes:
Tentative working time:
-
About 1-month field survey in Yen Bai and Son La provinces, Vietnam (tentative in July 2021);
-
Tentative 77 working days in total - for both field survey and finalization of Endline survey report;
-
Work together with another consultant working in agriculture sector to cover required tasks.
Objectives of end-line survey
-
Validate project achievements against the implementation plan and results framework;
-
Assessing the OECD DAC criteria of relevance, coherence, effectiveness, impact, efficiency, and sustainability of the project;

Analyze project lesson learnt and good practices;
-
Provide recommendations to improve project sustainability and duplication.
Task 1: Development of technical proposal, survey tools and evaluation plan

Technical proposal and survey tools should reflect all objectives mentioned in Section 2 and will be approved by SC and WB;

Desk review will be done prior to any field visit. Preliminary discussions with the project staff from SC and MCH PMU will also take place during this desk review/inception phase;

Qualitative and quantitative methods should be applied for the evaluation. The household survey tools used in baseline survey should be used as it is to properly compare the results of baseline;

Report outline should be agreed and mentioned in the technical proposal;

The evaluation plan includes timeline, human resource and budget for each activity of the survey.
Task 2. Implementation of the end-line survey

The consultants will conduct data collection at Son La and Yen Bai with supports from SC and local partners. A meeting with MOH PMU will also be organized to gather necessary information;

The consultants are responsible for training of data collectors to ensure the accuracy and reliability of information received.
Task 3: Analysis of information and report writing

The consultants complete report based on gathered information and final outline mentioned in technical proposal. The first and second draft reports will be sent to SC, WB, MOH PMU, partners in Son La and Yen Bai for review and comment;

The final report should be approved by SC and WB.
Task 4: Presentation in Dissemination Workshop
- The consultants will present main findings of the survey in Dissemination Workshops at Yen Bai, Son La and Hanoi, which will be organized in October 2021.
The Save the Children now invites eligible consultants (“Consultants”) to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services. The shortlisting criteria are:

Master’s Degree or higher on Health and Nutrition;

6-10 years of relevant experiences in Health and Nutrition field and M&E, research, capability of using qualitative and quantity research methodologies and participation methodology proficiently;

Good communication and interview skills;
-
Good analysis and report writing skills;
-
Fluency in English (reading), proficiency in computer (Excel and Word) is mandatory. Good English writing skills is preferred;
-
Experience on H&N support for ethnic minority groups would be a clear advantage.
The attention of interested Consultants is drawn to paragraph 1.9 of the World Bank’s Guidelines: Selection and Employment of Consultants under IBRD Loans and IDA Credits & Grants by World Bank Borrowers dated January 2011 (revised July 2014) (“Consultant Guidelines”), setting forth the World Bank’s policy on conflict of interest.
The consultant will work together with another consultant working in Health sector to cover the required tasks.
A Consultant will be selected in accordance with the Individual Consultant method set out in the Consultant Guidelines.
