Consultants for conducting training workshops on “Result-based Management” for leaders of 11 partner colleges
1. Background information
1.1. The TVET Programme
The joint Vietnamese-German technical cooperation programme “Reform of Technical Vocational Education and Training in Viet Nam” (TVET Programme) is financed by the German Ministry of Economic Cooperation and Development (BMZ) with counterpart funds from the Vietnamese Government. The implementing agencies are the GIZ and the Directorate of Vocational Education and Training (DVET) under the Ministry of Labour, Invalides and Social Affairs (MoLISA). The TVET Programme aims at better aligning TVET in Viet Nam to the changing world of work. It consists of three outputs:
- Output 1: State actors, TVET staff, TVET institutes and the business sector are interconnected,
- Output 2: The regulatory framework of TVET is aligned to the requirements of the changing world of work,
- Output 3: The concept of High-Quality TVET institutes is successfully implemented in selected TVET institutes.
The ultimate goal of the TVET Programme is to improve the supply of demand-orientated qualified workforce of TVET in Viet Nam.
1.2. Support of High Quality TVET Institutes
11 colleges have been supported to develop into high quality colleges by the TVET Programmme. Qualified and motivated staff is a crucial factor regarding the quality of the HQTI scope of services. Based on the objectives and envisaged functions, highly competent staff needs to be recruited and maintained at the HQTI in both categories, management and training personnel (VET practice and theory teachers).
The successful provision of training courses at international standard requires that training personnel of the HQTI has a profound knowledge and experience in order to be accepted by the industry. Accordingly, learning facilitators of the HQTI require a set of competencies and practical work experience covering requirements of the world of work, technology, practical skills and work experience, related theoretical background, and didactical/methodological skills, competences for the development of digital learning materials and online provision of training.
Developing the HQTI as a professional, demand oriented service provider at international standard requires a professional management which is even more complex, challenging and demanding than the management of a “regular” TVET institution. The management personnel need to run the HQTI as a highly professional TVET institute and to seek national and international reputation. Requirements related to professional management of a HQTI include, among many, the competencies to establish and implement a result-based management system and tools.
The participants of this workshop are directors and vice directors of 11 partner colleges across Vietnam, selected development advisors and GIZ staff members. The participants are all have many years of management experience in TVET and/or in public sector. However, most of them have no formal training or experience of result-based project management. Some of them are also in the early years of leading a TVET institute.
2. Objectives
The training workshop focuses on fundamental concepts and tools for results-based management (RBM), and how they can be applied by participants to improve their project implementation and school management practices.
Goal: For the participants to improve the design, implementation and review of project and school management practices.
Specific Objectives: By the end of the training workshop, the participants will
- Understand RBM concepts in a changing and complex context.
- Know various methods for planning and designing results and when to use them. Understand the importance of stakeholder analysis and risk management for achieving results.
- Know how to develop, assess and efficiently use Monitoring, Evaluation, Accountability and Learning (MEAL) frameworks. Know how to measure complex change.
- Know what it takes as an organisation to improve RBM practices and be able to identify specific next steps for using RBM.
3. Methodological approach
The consultant ensures a participatory, problem-solving, and application-oriented approach that involves the participants, addresses practical implementation problems from their background and current leadership roles in their TVET institutes.
4. Tasks and working days
The national consultant team (comprised of at least 02 members) conducts the following activities to a group of 35 participants:
- Design and implement the Training Needs Analysis of the selected participants
- Design and deliver a pre-workshop assessment of knowledge and skills on related topics and contents to be covered in the training workshop;
- Develop a detailed training agenda/training programme for a 30-hour workshop on result-based management which covers the below contents:
- Sustainable development and resultsbased management concept
- Results Frameworks
- Theory of Change
- Logical Framework (LogFrame) approach and tools
- Tools for situation analysis, stakeholder analysis, strategic project planning and LogFrame usage
- Implementation & results reporting
- Risk Management for results
- Measuring complex change
- MEAL frameworks (including disaggregation of data according to gender, dis/ability…)
- RBM in organisations / online environment
- Introducing RBM and MEAL frameworks to an organisation
- Develop training materials (slides, handouts, worksheets and related supporting/ reference documents etc.) to be used for the training workshop;
- Implement the training workshop in accordance with agreed objectives, contents, format, dates, teaching hours and deliverables;
- Design and implement workshop evaluation and feedback at the end of the training workshop.
- Write and finalize the final report. The final report should focus on, but is not limited to:
- Design, process and results of the Training Needs Analysis
- Entry and exit level of the participants;
- Evaluation and feedback of the participants on the quality, relevance and usefulness of the training;
- Relevance of the training workshop (training hours, content, methodology)
- Recommendations on further capacity development measures for the group
The estimated working days of the two consultants/trainers are as below. The number of working days is calculated collectively for both consultants/trainers. The trainers/consultants are responsible for making tasking arrangements between themselves.

Tentative training time: 21-25 June 2021
Tentative time of assignment: The consultant and TVET Programme, depending on the situation of Covid-19, can discuss and decide the training time that best fit both sides. The tentative time of assignment can be selected days from 15.6.2021 to 15.7.2021.
5. Deliverables of the assignment
The deliverables of the consultant team for this assignment are as following:
- Detailed training agenda and training materials are available (in Vietnamese and English), revised based on feedback of the GIZ programme and submitted to the GIZ programme.
- Pre-course assessment and post-course assessment materials (in Vietnamese and English) are available and revised based on feedback of GIZ programme and submitted to the GIZ programme.
- The training workshop is successfully implemented and rated satisfactory by the participants.
- Participants’ evaluation and feedback are documented, analyzed and reported to GIZ programme.
- A final report (in English) including workshop content, entry and exit level of the participants, lessons learned and recommendations for further action is available, revised based on feedback of the GIZ programme and submitted to the GIZ programme (to be shared with relevant stakeholders or published).
- The two trainers give full authorization to GIZ to use their pictures taken in the training workshop for news and PR articles.
6. Required qualification for trainer(s)
- At least Master’s degree in business management, organization management, project management or development management
- Comprehensive knowledge and intensive experience working in TVET sector especially with development partners
- At least 15 years of experience in project management, with focus on result-based management
- Competent and intensive experience in curriculum development as well as design and implementation of training courses for TVET personnel
- In-depth understanding and extensive experience of Result-based Management approach, tools and practices
- Proficiency in English
- Command of Microsoft Office skills
7. GIZ rules and other guidelines
Office Space
Office Space for the Consultant will not be provided by the CA. For the local consultant, services will be delivered at the home office base of the Consultant.
Incidental travel costs
- 1 return domestic flight for each of the 02-national consultant(s) to and from Hanoi to the training venue, accommodation of 7 nights and Daily Subsistence Allowance (DSA).
- All travel costs will be reimbursed according to GIZ rules and regulations. Travel needs prior approval by the GIZ project manager.
Expenditure verification
As per GIZ guidelines and requirements.
Other Provisions
- The technical proposal of the Consulting Team should indicate the proposed approach for the study and include a work plan (e.g., through a Gantt chart).
- Estimates for travel costs in the proposal should be based on the most economic option; in particular flight tickets (economy class for national flights).
- The contractor will familiarise her/himself with the Monitoring and Evaluation requirements of GIZ and provide respective information to the project manager as required.
- The contractor will set a high value on strong involvement of project partners during all phases of the project.
- The Consultant is expected to participate in a briefing and a debriefing meeting with the GIZ project manager at start and at the end of the project (Skype call is possible). The results of the debriefing meeting will feed into GIZ’s internal knowledge management.
- The Consultant will use the communication (e.g., power point presentations) and reporting (e.g., final reports) templates provided to him/her by GIZ.
- All data provided will be subject to non-disclosure agreements between GIZ and the respective parties to ensure that it is only used for the purpose of the workshop.
- The GIZ team expects a high quality of the deliverables, both in terms of the structure and content as well as with regard to the English language. Should the consultant not be in a position to deliver the required standard, he/she will have to organize respective support at his/her own expense.
