The Mekong Delta Climate Resilience Programme (MCRP) (2019-2021) is the development program that is funded by the governments of Viet Nam and Germany and implemented by the Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ). Its objective is to support the Vietnamese authorities on their path for a sustainable development of the Mekong Delta through the climate-resilient management of natural resources along the coast.
MCRP will focus on three working areas:
- Governance support for national level and 13 Mekong Delta provinces: Support the establishment of an institutional framework for regional coordination in the Mekong Delta
- Investment policy for national level and 13 Mekong Delta provinces: Support the improvement of investment planning and coordination for a climate-resilient and gender-sensitive land and water use management incl. coastal protection for the Mekong Delta
- Technology and Solutions for seven coastal provinces and An Giang province of the Mekong Delta to intensify the use of innovative and climate-adapted technologies and solutions.
MCRP has a comprehensive workplan focused on three key areas: land-use and agriculture, water and regional coordination in the Mekong Delta. To effectively carry out activities for regional coordination and agriculture additional human resources are required.
The Program is looking for a local qualified candidate to fill the following position:
Program Assistant “MCRP” Duty Station: Hanoi, Viet Nam Duration: ASAP until 31 December 2021 with possible extension
Main responsibilities:
The Programme Assistant provides support for:
- the team leader and other experts for whom the Programme Assistant performs technical tasks, especially in the field of liaison and communication with the partners
- the implementation of project activities
- specific networking tasks which are required for the implementation of the programme, and will be
- carrying out specific tasks in connection with projects management procedures of GIZ and the Vietnamese Gov.
Specific tasks:
The Programme Assistant assists in:
- compiling an overview of programme activities, deadlines etc. and support the implementation and necessary follow-ups
- implementing programme activities in close collaboration with projects counterparts such as preparation of work plans, coordination of meetings, missions and dialogues with related programme stakeholders and documentation of results
- maintaining an effective network of and with GIZ programme team members, programme partners at national and provincial levels
- preparing of terms of reference for consultants and concept notes
- liaision with programme stakeholders, partner/s and consultants
- communicating, updating and collecting information on climate change in the Mekong Delta
- organisation and update of programme documentation, the filing systems and the programme library
Minimum requirements
- Minimum a bachelor’s degree in social sciences, environment, development and/or similar
- At least 3 – 5 years of experience in the international project setting, preferably with ODA projects and/or technical assistance
- Proven work experience with VN Government and local partners in Agriculture and rural development with proficient knowledge in overall project management processes, such as operation planning, monitoring and reporting, administrative and accounting management.
- Good network in MARD, other line Ministries and local partners
- Good written and verbal communication skills in Vietnamese and English
- Good interpersonal skills and ability to collaborate and interact effectively in intercultural work environment
- good working knowledge of ITC technologies (related software, phone, fax, email, the internet) and computer applications (e.g. MS Office, Access or other database programme)
- Willingness to upskill as required by the tasks to be performed – corresponding measures are agreed with management
- Willingness to work in varied work stations of partner and GIZ programme office; willingness to travel on short trips, both within Vietnam and, possibly, abroad
