Technical cooperation appointments are not expected to lead to a career in the ILO and they do not carry any expectation of renewal or conversion to any other type of appointment in the Organization. A one-year fixed-term contract will be given. Introduction
To achieve the goal of decent work for all in Viet Nam, the ILO Country Office supports the Vietnam Decent Work Country Programme (DWCP), 2017-2021 with three priority areas: Labour Market Governance; Social Protection; and Employment and Sustainable Enterprise Development. In the implementation of the DWCP, the ILO Office works in close partnership with the Government of Viet Nam, in particular, its technical line ministry, the Ministry of Labour, Invalids and Social Affairs (MOLISA) and its social partners, the employers' and workers' organizations. The Vietnam DWCP is an integral part of the One UN Plan.
The technical cooperation project "Creating and Activating New Industrial Relations Framework in Respect of the ILO Declaration on Fundamental Principles and Rights at Work" (hereafter NIRF Project) aims at assisting Viet Nam to reform, build and improve legal and institutional framework of industrial relations in respect of the ILO Declaration on Fundamental Principles and Rights at Work in the context of the Comprehensive and Progressive Trans-Pacific Partnership agreement (CPTPP) and EU-Viet Nam Free Trade Agreement.
In partnership with the Ministry of Labour, Invalid and Social Affairs (MOLISA), the NIRF project will engage with a wide range of government agencies, social partners and major stakeholders in its implementation. The project's overall development objective is "to contribute to sustainable and inclusive growth by building effective industrial relations institutions and practices based on freedom of association and effective recognition of the right to collective bargaining".
The project takes multi-pronged strategies to achieving the objective by combining following approaches:
- Assisting the government in creating enabling legal environment through labour code revision, with particular focus on freedom of association and right to bargain collectively.
- Assisting the government in creating and building new units within the government in charge of managing NIRF, including units with responsibility for managing mediation and arbitration of workplace disputes and the registration of new workers' organizations
- Assisting the government in strengthening labour inspection for effective law enforcement, including through development and implementation of an electronic case management system (ECMS) for the labour inspectorate.
The ILO is seeking candidates for the post of NIRF Project Manager. The incumbent will work under the supervision of the ILO Country Director in Viet Nam, or Officer-in-Charge (OIC). Support from ILO Technical Specialists throughout Asia and in Geneva will specifically be sought on project deliverables, reporting, linkages with the work of other regional specialists and external partners, and knowledge sharing. The Project Manager will also receive technical support from Labour Law and Reform Unit (LABOURLAW), Inclusive Labour Market, Labour Relations and Working Conditions Branch (INWORK), Labour Administration, Labour Inspection and Occupational Safety and Health Branch (LABADMIN/OSH), ILO's Bureau for Workers' Activities (ACTRAV) and ILO's Bureau for Employers' Activities (ACTEMP).
Please note that while a Fixed Term contract has been advertised, the initial contract type will be Short Term and may be converted to Fixed Term upon confirmation of funding.
Description of Duties
1. Ensure the effective implementation of the NIRF project in close collaboration with MOLISA and other major stakeholders in Viet Nam.
2. Organize meetings and seminars, and develop knowledge products designed to forge partnerships, share good practices and foster sub-regional networks of government policymakers, workers' and employers' organizations and civil society organizations to reach the project's goals.
3. Ensure the development of monitoring and evaluation and project information systems, prepare periodic and ad hoc reports on the status of project planning and implementation, and establish coordination with concerned ILO departments and programmes.
4. Ensure project synergy with the different ILO projects and programmes implemented in Viet Nam and within the sub-region as appropriate.
5. Any other relevant project-related duties requested by the ILO Country Director.
Technical duties: 6. Provide technical support for the government in line with the revised Labour Code and in full consideration of national contexts as well as core Conventions related to freedom of association, collective bargaining, and non-discrimination under the ILO FPRW Declaration, with special focus on building capacity to develop and implement new national industrial relations policies and related administrative systems (particularly relating to the registration of workers organisations and dispute resolution) in line with the revised labour code improving labour inspection system
7. Guide and support works of national project coordinators and others under his/her supervision in carrying out the above technical duties.
8. In coordination with the ILO office and other relevant projects, to assist the government, National Assembly and social partners in making a progress for ratification of ILO core Convention No.87).
9. Ensure gender and non-discrimination is consistently integrated into project activities and approaches.
Managerial duties: 10. Effectively manage human and financial resources for the project in accordance with ILO and USDOL rules. Currently, the project team consists of 5 national staff.
11. Maintain communication with the donor and ensure the preparation and delivery of quarterly reports and periodic information requested by the donor.
Education
Advanced university degree in labour law, industrial relations, labour economics, management, social science or related field with demonstrated expertise.
Experience
At least seven years of progressively responsible experience in the above fields of which at least three years at the international level carrying out project management, supervision, administration and implementation of technical assistance projects. Working experience in ASEAN countries and Viet Nam, and with UN/ILO programme/projects is an advantage.
Languages
Excellent command of English.

Conditions of employment
- Any appointment/extension of appointment is subject to ILO Staff Regulations and other relevant internal rules. Any offer of employment with the ILO is conditional upon certification by the ILO Medical Adviser that the person concerned is medically fit to perform the specific inherent requirements of the position offered.
