PURPOSE OF CONSULTANCY
To provide guidance to the national action plan team and monitoring and evaluation (NPM) unit in the delivery of trainings on the WHO costing and budgeting tool for national action plans on antimicrobial resistance (AMR) and provide IT support for other WHO national action plan implementation tools and managing the WHO NPM help desk.
BACKGROUND
The mission of the Antimicrobial Resistance (AMR) Division is to define, advance, promote and monitor comprehensive policies and strategies that prevent, reduce, and mitigate drug-resistant infections and the overall impact of antimicrobial resistance globally based on the Global Action Plan on antimicrobial resistance, the 13th Global Programme of Work of WHO and the Sustainable Development Goals (SDGs). It also provides global direction and strategic leadership for the global response to antimicrobial resistance in coordination with the Food and Agriculture Organization (FAO), Organization of Animal Health (OIE), and other UN and international agencies and facilitates the creation of common goal and vision through innovative partnerships, political engagement and promoting multi-sectoral engagement across sectors. Its main objective is to support the development, implementation, and monitoring of national action plans for member states and facilitate the mainstreaming of effective strategies and actions, including on the prevention and control of infection, antimicrobial stewardship, awareness creation and communication, research and development, and integrating AMR in their health and development agendas.
To support countries in costing and budgeting operational plans of national action plans on AMR, WHO recently launched the WHO costing and budgeting tool for national action plans on AMR along with other WHO national action plan implementation guidance. For the roll-out of the costing tool to countries, a training package and WHO help desk function have been developed. The Consultant will provide guidance to the delivery of the trainings, maintain the WHO help desk, including responding to IT-related queries and providing IT support to develop an adult e-learning module on the costing tool.
DELIVERABLES
Deliverable 1. Prepare analysis report of help desk queries, responses, and areas of improvement for the helpdesk from January to March 2022. Expected completion - by 31 March 2022.
Tasks:
- Collaborate with the NPM unit, WHO regional and country office to support the delivery of trainings on the WHO costing and budgeting tool and other WHO national action plan implementation guidance
- Provide IT and troubleshooting support during and after the trainings to the trainees
- Provide IT support to the development of adult e-learning courses on NAP implementation tools
- Monitor, categorize and analyze the requests received on WHO national action plan implementation tools through the WHO help desk designated e-mail address
- Respond to IT and troubleshooting requests from the WHO NPM help desk through the appropriate channels
- Develop summary metrics on the requests received through the WHO help desk from January to September 2022
- Collaborate with the NPM unit, WHO regional and country office to support the delivery of trainings on the WHO costing and budgeting tool and other WHO national action plan implementation guidance
- Provide IT and troubleshooting support during and after the trainings to the trainees
QUALIFICATIONS, EXPERIENCE, SKILLS, AND LANGUAGES
Educational Qualifications:
Essential:
Advanced university degree in Business Administration, Health Economics and/or Statistics.
Desirable:
Project management training and IT support qualifications.
Experience
Essential:
- 5 - 10 years costing experience, with at least 5 years at the international level
- At least 2 years of project management experience, preferably at an international level
- A minimum of 2 years experience in supporting capacity development in costing at the country level
- Experience in supporting countries in costing national action plans on antimicrobial resistance
- Good knowledge of programming (Excel, VBA)
- Sound knowledge of costing tools for country health plans such as One Health tool, IHR costing tool, AMR costing tool
Languages required:
Expert knowledge of English.

Travel
Travel is currently not planned. However, this will be dependent on the ongoing COVID-19 situation in countries.
Remuneration and budget (travel costs are excluded):
Band level B USD 7,000 - 9,980 per month (part-time - 25%)
Expected duration of the contract:
11 months with the possibility of extension subject to funding and satisfactory performance.
