Save the Children International has an exciting opportunity for you to join our team as the Economic Evaluation AdvisorinLondon or any existing Save the Children International office location.
ROLE PURPOSE:
The Economic Evaluation Advisor, as part of the Value for Money team, will support Save the Children’s commitment to improve its evidence base to make a difference for children. Understanding the cost-effectiveness and cost-efficiency of our work and incorporating that into our programming, policy and advocacy is key to our 2022-24 strategic ambition to triple our impact without tripling income or direct reach. This role will provide support to country offices and thematic teams by leading cost-efficiency and cost-effectiveness analyses, conducting trainings to regional and country office teams, and developing VfM frameworks. It will also include ensuring our research and monitoring, evaluation, accountability, and learning (REALM) and financial systems facilitate the collection and analysis of quality data that supports economic evaluation. The role will also include identifying and supporting economic evaluation priorities in support of evidence-based programmes, policy, advocacy, and campaigning. You will also work closely with other team members to develop guidance and tools for economic evaluation best practice. Research and evidence will contribute to filling evidence gaps both internally in Save the Children and externally in the wider sector. You will work to ensure that research and evidence is used in support of relevant strategic goals. You will be expected to help foster a culture within Save the Children of constantly seeking to understand and improve VfM in our work, through the application of relevant and proportionate methods and consideration of economic factors in policy and advocacy. You will work with a range of stakeholders in Save the Children offices and across multiple programmes and countries.
In the event of a major humanitarian emergency, the role holder may be expected to work outside the normal role profile and be able to vary working hours accordingly.
EXPERIENCE AND SKILLS
Essential
- Proven experience using economic evaluation/VfM evidence to make the economic case for programming or advocacy options, including both (a) evidence of cost-efficiency and cost-effectiveness of proposed approaches and (b) evidence of the how the economic evidence may be used for decision making
- Proven skills in economic evaluation and/or VfM analysis with international development projects; preferably familiar with the ‘4Es’ value for money framework
- Demonstrated skills in quantitative and qualitative data, including but not limited to cost-effectiveness analysis research design, data collection, analysis and presentation, and communication of results
- Demonstrated knowledge and experience of technical and program issues in development and humanitarian contexts, particularly related to children
- Proven ability to develop and apply monitoring and evaluation plans to determine program results and monitor impact within an international organization
- Curiosity and determination to use data and evidence, feedback, and learning to drive deliver improved outcomes
- Experience in using relevant primary and secondary data and evidence to inform and support economic evaluations and use of results to inform adaptive management and advocacy discussions
- Knowledge and experience in capacity building and enhancing competencies around economic evaluation, research and learning including design, data collection, data entry, analysis, and reporting, across different cultures and contexts
- Proven proficiency using software packages including Word, Excel, PowerPoint, and data analysis programs (i.e., SPSS, STATA, Nvivo)
- Ability to adopt a proactive and creative approach to problem solving and strategic thinking working closely with colleagues as required to offer solutions and deliver results
- Ability to influence, collaborate, and liaise with a wide range of people at all levels and across different cultures and act with credibility, tact, and diplomacy
- Excellent writing, editing, and verbal communication skills, including the ability to summarize, synthesise and present technical information to non-technical audiences
- Strong interpersonal skills and ability to develop and maintain relationships with key individuals and groups within and external to the organization
- Ability to prioritize multiple tasks and maintain focus to achieve results
- Ability to maintain a calm disposition and positive outlook when working under pressure
- Verbal and written fluency in English
- Willingness and ability to travel up to 20% of the time
Desirable:
- Additional languages, particularly French, Spanish and/or Arabic.
We can offer circa £42,000 per annum with an option of flexible working hours. If the role is based outside of the UK, National T&C (including pay) will apply.
This role can be based in London or any existing Save the Children International Regional or Country office location on approval, provided the successful candidate has proof of eligibility to work from the preferred location.
