The Position:
The Programme Specialist (Population and Development) will be located in the UNFPA Country Office in Ha Noi, Viet Nam. S/he will be under the overall supervision of and report directly to the Assistant Representative and Programme Specialist (Data for Policy) - NOD.
Job Purpose:
The Programme Specialist is responsible for and substantively contribute to the effective management and implementation of the Result 4 of One Strategic Framework for Sustainable Development Cooperation Framework between the United Nations and the Government of Viet Nam (CF) (UNSDCF)/Country Programme Document (CPD) Output on evidence-based policy (CPD Output 4) under the broad principles of human rights, the International Conference on Population and Development (ICPD), and Agenda 2030.
S/he oversee/contribute to project formulation, implementation, monitoring, evaluation, and joint programme initiatives in line with relevant CF/CPD expected results, while ensuring the compliance with the established policies, rules and procedures of UNFPA and Government in all programme/project activities.
The main focus of the job is generation and use of data/evidence for development and implementation of population, youth and adolescents, SRH and gender related laws, policies, strategies, and national development frameworks including national socio-economic development strategies/plan (SEDS/SEDP).
S/he establishes and strengthens collaborative partnership with counterparts in the government, multilateral and bi-lateral donor agencies, academic institutions and civil society organizations (CSOs) to address emerging issues in the area of population and development.
S/he closely collaborates with other programme specialists, operations/administrative support staff of the CO to facilitate programme delivery.
Major activities/Expected results:
- Provides technical and management support to the General Statistics Office (GSO) of the Ministry of Planning and Investment, relevant ministries and other partners to successfully conduct, the Census, the inter-censal population survey, population-based surveys/population-related research, exploring administrative data and other sources, for monitoring SDGs, focusing on ICPD and SDG indicators, and implement the Civil Registration and Vital Statistics (CRVS) Plan of Action, also applying new technologies.
- Builds national capacity and coordinates data analysis, dissemination and usage of quality data applying new technologies and communication platforms for evidence-based policy advocacy, policy implementation, evaluation and monitoring and evaluation, including population and development, gender, SRH, youth and adolescents related policies and other socio-economic development planning, SDGs and other national development frameworks, especially those relating to issues of inequality, vulnerable populations (e.g. migrants, ethnic minorities, older persons, adolescents and youth).
- Builds a substantive knowledge base on data for policy. Identify policy issues and provides substantive inputs to facilitate dialogue and the incorporation of these issues into national policies, plans and strategies, UN system initiatives including the CF and other development frameworks (e.g. SDGs). Articulates the inter-linkages between population dynamics, SRH, youth, gender and poverty reduction/climate change.
- Participates in and facilitate inter-agency efforts on the provision of technical support to government in data for policy and development. Facilitates inputs to relevant joint initiatives with other UN Agencies and Implementing Partners including joint planning, research, missions, and reporting/reviews. Actively contributes to the One UN Initiative for advancing the ICPD agenda and SDGs in Viet Nam.
- Provides technical and substantive support to the delivery of high quality and measurable UNFPA’s programme results by monitoring and reporting results achieved in the implementation of relevant thematic interventions, in line with agreed upon CF outcomes/CPD outputs and indicators while ensuring the established policies, rules and procedures of UNFPA and Government are complied with in all programme/project activities. Documents good practices and lessons learned.
- Provides guidance and support to facilitate the work of national and international consultants, advisors and experts on population and development research and establish and maintain collaborative relationships with counterparts in government, multi-lateral and bi-lateral donor agencies and civil society to address emerging population issues including youth, population bonus, aging, ethnic minority, and migration.
- Participates in resource mobilization efforts of CO regarding the data for policy portfolio by exploring potential donors, and develop draft proposals, as required.
- Represent UNFPA in data-related and policy advisory forums and groups, including UN results/technical working groups.
- Demonstrates and promotes human rights, human rights-based approach in programming, gender sensitive behavior and gender equality within UNFPA and with partners.
- Provides timely feedback to the Supervisor and Senior Management Team on programme implementation, monitoring and evaluation and implement any other assignments requested by the Supervisor and Senior Management Team. In particular, participate in the Publications Review Groupof the UNFPA Country Office to assure and publication research quality in the CPD.
Qualifications and Experience:
Education: Master’s degree in demography, statistics, or any other related fields
Knowledge and Experience:
- At least five (5) years of increasingly responsible professional experience in programme/project management in the public or private sector which demonstrates expertise in the substantive area of work and programme experience in statistics, demography, and population and development dynamics.
- Strong track record of technical leadership, data analytical skills, policy advocacy, and proven ability to produce demonstrable results.
- Demonstrated ability to build and strengthen partnership in supporting development issues.
- Solid understanding of the Vietnamese Government’s population related policies, laws, policy making processes and the ability to establish and maintain effective working relationships with the relevant Government and CSO partners including private sector.
- Field experience would be desirable.
- Prior experience in the UN system is an asset.
- Excellent communication skills, both oral and written, in both English and Vietnamese.
Languages:
Fluency in both oral and written English and Vietnamese.
Other Desirable Skills: Proficiency in current office software applications. Good writing and presentation skill.
