Project Objective
SI is implementing the USAID/Vietnam Learns Contract. The scope of the five-year project is to support USAID/Vietnam staff and partners to implement more efficient, effective, and transparent programs by improving: (1) USAID and Implementing Partner (IP) capacity to achieve expected results; (2) USAID’s understanding and tracking of project performance; and (3) collaboration, learning, and adapting (CLA).
Position Description
SI is seeking a full-time Monitoring Director who will provide senior level leadership, mentoring, and technical guidance to the Learns Monitoring team. This position will be based in Hanoi, Vietnam. The Monitoring Director will serve as a core team member on a full-time basis throughout the remaining period of performance (until September 2024) and report to the Learns Chief of Party (COP).
This position is an exciting opportunity to help USAID and implementing partners use performance monitoring information to manage adaptively and improve programming. Note that while we prefer the Director to already know USAID monitoring processes, this knowledge can be learned on the job. We are most interested in a candidate with strong leadership and team management skills and someone who has made data use and adaptive management a reality in their previous development roles.

Responsibilities:
Management, oversight, mentorship, and strategic guidance
- Ensure that the team offers USAID and IP staff technical assistance that is of quality, coherent, useful and timely;
- Facilitate ongoing technical discussions fostering team-wide learning, collaboration and adapting to achieve more sustainable results;
- Provide ongoing quality control and mentorship, strategic guidance, and management support to monitoring team members;
- Ensure effective task management in line with SI’s quality standards; assume responsibility for overall quality control of tasks conducted by monitoring team members;.
- Lead and/or highly contribute to the coherent rollout and sound design and delivery of the Specialist Learning Dojo track targeting Monitoring Specialists at USAID implementing partners in close collaboration with Capacity-Building team;
- Identify capacity gaps, new ideas/initiatives, and learning opportunities to actively engage and inspire USAID, IPs or other external actors towards higher quality and more evidence-driven decision-making – while working closely with both Learns CLA and CB team members to achieve these goals;
- Regularly meet with the COP, and when applicable, the USAID Contract Officer's Representative (CoR), to keep them current on task developments, technical advances, challenges, new opportunities, strategic developments, and other management level updates;
- Actively contribute to the team’s culture of learning, adaptation, and commitment by promoting ownership, sustainable utilization, and behavioral change throughout, while remaining compliant and service oriented;
- Aim to serve as a role model, motivator, and facilitator; champion team collaboration, safe and open sharing, innovation, and user-friendly deliverables in line with overall strategic goals;
- Be able and willing to support the proper execution and refinement of tasks, or act as a technical sounding board or offer practical technical advice; overall offering hands-on senior technical support when necessary;
- Continually maintain a dialogue and M&E technical exchange with USAID, IPs, and other counterparts; and
- Ensure that new team members have the right credentials / technical expertise and approach (i.e., one that promotes accessibility, solutions-focus, and adaptability) and, once on board, have access to required resources and support.
Qualifications:
- Master’s Degree in social science, development studies or related field (highly desirable);
- Approximately 10 years of relevant work experience with increasingly higher levels of responsibility and team management
- Leadership & representation
- Demonstrated strong leadership, strategic thinking, organizational and team-building, and representational skills;
- Excellent client and relationship management skills, including the proven ability to establish and maintain professional relationships with relevant stakeholders; design and implement required tasks; resolve conflict; and collaborate effectively across individuals with divergent perspectives; and
- Experience hiring, supervising, and mentoring personnel and ensuring they acquire the necessary training and skills to meet evolving project needs.
Technical
- Demonstrated ability to design monitoring systems that result in data use and adaptive management;
- Technical knowledge and experience in the design and implementation of Monitoring, Evaluation and Learning Plans (MEL Plans) and ensuring the quality of data
- Understanding of USAID Operational Policy for Program Cycle (ADS Chapter 201) preferred; Note: prior USAID experience is not required, but experience working with donors is.
- Outstanding analytical skills, including the ability to process, analyze, and present data/evidence;
- Familiarity with adult learning and facilitation principles and approaches strongly preferred.
- Prior experience delivering high-quality, interactive, and engaging training in MEL topics required.
- Proficiency in data management, analytic software (e.g. MS Excel, MS Power BI, Tableau, G Suite, SPSS, or Stata), data analysis and data use preferred;
- Superior oral and written communication skills;
- Fluency in written and spoken English; fluency in written and spoken Vietnamese (strongly preferred); and
- Experience working in Vietnam (required).
