Position Description
Indiana University (IU) seeks applicants for the position of Deputy Chief of Party (DCOP) to provide leadership and support for a five-year USAID project (started in August 2021) to build on effective models, introduce innovative approaches, and develop new partnerships to assist the Vietnam National University- Hanoi (VNU-HN), Vietnam National University - Ho Chi Minh (VNU-HCM), and the University of Danang (UD) to become more independent, sustainable, and high-quality higher education institutions. This is a salaried, full-time, fixed-term position based in Hanoi, Vietnam. Essential Duties and ResponsibilitiesThe DCOP will support the leadership of the Chief of Party (COP) to manage implementation and guide the technical direction of the project. These responsibilities include:
- Oversee day-to-day project management including staff activities, administrative procedures, and partner relationships.
- Provide leadership for programmatic efforts and implementation related to the project objectives, activities, outputs and outcomes.
- Work with the COP to strengthen partnerships with the three beneficiary Vietnamese universities, appropriate government agencies, and other relevant public and private sector partners of the project.
- Support the project planning, monitoring, performance, evaluation, and reporting (workplans, monthly and quarterly reporting, and other USAID and IU reports and internal progress reports).
- Collaborate with the MEL Specialist on internal learning events and the collection/evaluation of data to inform data-quality assessment and performance management.
- Ensure project operations comply with IU and USAID policies procedures, rules and regulations.
- Ensure that all project goals and activities are achieved and that all project deadlines are met.
- In the absence of the Chief of Party, serve as the day-to-day country-level representative for the project and point of contact for USAID and IU as the implementing partner.
- Other appropriate tasks assigned by COP.
The DCOP will support the Chief of Party to direct and oversee all work performed under the project. The DCOP reports to the COP. The position will be based in Hanoi but will involve travel to other cities within Vietnam to work with universities and institutions throughout the country. There may also be opportunities to travel to IU.
Applicant Requirements The DCOP should be a Vietnamese national who has at least 5 years of relevant working experience in the higher education sector or in donor-funded project management, of which at least 3 years of experience in areas related to institutional capacity development in Vietnam. The DCOP should also have at least 3 years of demonstrated significant, relevant, progressively increasing responsibility in managing activities of similar scope as this project. In addition to technical experience, the DCOP should have excellent organizational and management skills, proven leadership abilities within a multi-partner initiative, and experience representing projects at high levels of policy engagement. Desired skills and expertise:- Bachelor’s degree (minimum) in Education, Management or any other related field.
- Experience in higher education institutional capacity development, including in governance and/or implementing education technology and digitalization.
- Knowledge of and experience with the public university management system in Vietnam.
- Have strong network with higher education institutions and experts in the field in Vietnam.
- Administrative oversight experience that includes preparation of work plans and budgets, project management, and financial monitoring.
- Experience in managing & monitoring grants and sub-awards and ensuring compliance with regulations. Knowledge of USAID policies and procedures preferred.
- Experience and expertise in facilitating multi-stakeholder collaboration.
- Collaborating, Learning, and Adapting (CLA) expertise with a focus on adaptive management.
- Strong interpersonal, team building and management skills.
- Fluency in English; excellent written and verbal communication skills in English and Vietnamese
- Gender integration and/or social inclusion expertise.
