1. Project Background
Save the Children (SC) is implementing a 4-year project funded by JSDF, through World Bank, entitled “Northern Mountain Integrated Child Nutrition Improvement Project” in Yen Bai and Son La Provinces. The project targets 20 communes in these provinces, comprising approximately 200 villages in the four districts, namely Mu Cang Chai and Tram Tau district of Yen Bai province, and Moc Chau and Mai Son districts of Son La province. The primary beneficiaries of the project are children under five years of age, women of reproductive age, and pregnant women of ethnic minority groups Hmong, Thai, Muong and Dao, identified as having the most serious child stunting rates in the country (ranging from 35 to above 70 percent). According to the statistics in early 2017, 32,835 primary beneficiaries includes 10,607 children under five years of age, 22,228 women of reproductive age, and 774 pregnant women and 51,408 potential secondary beneficiaries include the entire population of the 20 communes in four districts, including other family members of the primary beneficiaries, villagers in the target communes, and health and agriculture government officials working in the target areas.
The project aims to improve the nutrition status of children under five in the target villages through improving the child feeding practices, maternal and child care, and to diversify sources of nutrition of pregnant women,infants and young. The project will adopt an integrated approach in addressing the under nutrition of children by combining various interventions such as behavior change campaign, promotion of exclusive breast feeding, improving the infant and young child feeding practices and diversity of diet through the development of home garden. The project consist of four main components: Component 1: Improving Food and Nutrition Security (FNS); Component 2: Strengthening community-based nutrition care and practice (H&N); Component 3: Support for Establishment of a policy platform at provincial level and Replication of the Integrated Rural Nutrition Care Approach; and Component 4: Project Management and Administration, Monitoring and Evaluation (M&E) and Knowledge Dissemination.
In the baseline survey, suboptimal practices on pregnancy care and child feeding were observed in all project communes. For example, only 11.1% of mothers had ANC at least 3 times and 17.4% children aged under 6 months were exclusively breastfed. Food varieties in both children’s and family’s meals were limited. As Hmong consists of 53% of the entire population of the project communes, followed by Thai (30%), Muong (6%), Dao (5%), Kinh (3%) and others (2%), the project decided to develop Hmong focused IEC materials in addition to other IEC materials such as counselling cards targeting all ethnicities. While the project already developed some IEC materials which deliver the key messages on nutrition care for mother and child through visual, considering the Hmong oral culture, the project also plans to develop audio IEC material such as audio book and songs to deepen their understanding on nutrition care for mother and child. The audio materials are expected to primarily reach Hmong people such as pregnant women, mothers having children under 2 years old and their families. The project will develop the contents of materials but need an expert to advise to make them more appropriate and put those contents into audio format to effectively communicate the ideas to Hmong people.
2. Objectives of the Consultancy
The main objectives of the assignment are:
(1) To develop and record an audio book in Hmong language based on the content of the picture book which was already developed by the project
(2) To compose the music using the lyrics prepared by the project, and record the songs in Hmong language
(3) To ensure the products listed in (1) and (2) are suitable, easy to understand and attractive to Hmong people in the project provinces
3. Consultant’s responsibilities
The consultant will carry out the following tasks with close communication with Health & Nutrition coordinator, Food and Nutrition Security Technical Advisor and Hmong expert; and under the supervision of Project manager.
Task 1. Develop a detailed workplan
The consultant will meet the SC project team to discuss and agree on the workplan. SC should provide necessary information and support with the consultant in order to facilitate the consultant’s understanding and expected work and outcomes.
Task 2. Draft the scripts for audio book, lyrics and melodies and record the 1 st draft
The consultant will develop the first drafts of the script for audio book, lyrics and melodies of the songs by referring to (i) IEC materials with similar contents and (ii) inputs from SC and Hmong expert. Particularly, the consultant will do as follows:
(1) Audio book:
- Translate the picture book already developed by the project from Kinh to Hmong language with support from SC and Hmong expert;
- Make necessary revisions or adjustments (e.g. supplement information) for audiences to listen and follow the contents easier and keep focused;
- Record a sample in Hmong language, receive initial feedback from SC and Hmong expert and finalize the 1 st draft.
(2) Songs:
- Translate and revise 03 lyrics prepared by the project after discussion with project team, namely songs for breastfeeding, complementary feeding and calling for family support in raising children from Kinh to Hmong language with support from SC and Hmong expert;
- Make necessary adjustments for audiences to listen and follow the contents easier;
- Compose suitable 03 melodies for 03 lyrics to effectively communicate the idea to the target in the project districts;
- Record a sample in Hmong language, receive initial feedback from SC and Hmong expert and finalize the 1 st draft.
Task 3: Test the 1 st draft with local partners in Yen Bai and develop to 2 nd draft
Focus Group discussion with local partners and beneficiaries will be conducted to gather their feedback on the 1 st draft. The process will be as follows:
– SC and the consultants work together in developing questionnaires on each material;
– Collect feedback from key personnel such as health center staff, women’s union, village health workers and village heads in two project districts;
– Collect feedback from beneficiaries including mothers, fathers and grandparents in two project districts;
– Have meetings with SC and Hmong expert to have consensus on revisions based on the feedback collected;
– Develop the 2 nd draft based on the consensus.
Task 4. Test the 2nd draft with beneficiaries in Yen Bai and finalize
Focus Group discussion with beneficiaries including mothers, fathers and grandparents will be conducted to gather their feedback on the 2 nd draft. The final materials should be approved by SC and Hmong expert.
4. Expected deliverables/outputs
- 01 original audio file of the book which is ready for industrial recording into mini portable players. The audio file should be in hi-resolution, at WAV form (44,100Hx, 16 Bit rates)
- 03 original audio files of the songs which is ready for industrial recording into hard discs and mini portable players. These audio files should be in hi-resolution, at WAV form (44,100Hx, 16 Bit rates)

6. Reporting line
The consultant will report to the Project Manager while closely working with Health &Nutrition Coordinator, Food and Nutrition Security Technical Advisor and Hmong expert of Northern Mountain integrated Child Nutrition Improvement Project
7. Qualifications
- Bachelor degree on culture and art, or related field;
- Demonstrated experience in developing IEC materials focused on ethnic minority people, especially in audio format (e.g. music);
- Demonstrated experience in working or visiting northern mountainous area, especially Hmong area;
- Priority given for who has experience in working for health and nutrition projects;
- Efficiency in both Kinh and Hmong language;
- Good understanding and being respectful to ethnic minority culture, especially Hmong group;
- Ability to work as team.
8. Other conditions
- Payment: The consultant will be paid by banks transfer 5 days after the receipt and approval of the final product, invoice and timesheet from the consultant;
- Recording license: The consultant will be take response for any license if necessary, obligated to Vietnam law;
