Main Objectives
To work closely with Country Office’s Management team in order to deliver the specific objectives as follows:-
To oversee and support general management of SC Japan funded projects (mainly the Japanese Ministry of Foreign Affairs (MoFA) financed project(s)) in SCI Vietnam Country Office together with CO’s Director of Program Implementation.

To ensure the compliance of Japanese donor requirements in terms of both project performance management and financial management.

To liaise between SC Japan and SCI Vietnam Country Office to explore future potential funding and partnership opportunities for SCI Vietnam Country Office from other Japanese donors and institutions, including the Japanese Chamber of Commerce and Industry in Vietnam, and Japanese corporate companies in Japan/Vietnam.

To cooperate with New Business Development/Award for all communications with SC Japan, donors from Japan in Vietnam, and mainly with the Embassy of Japan in Vietnam regarding the Japanese supported grant projects.
Roles and Responsibilities
- Planning and Implementation of Japanese Grant Projects
-
Provide feedbacks to proposal development, reports, and any project amendments related to the SC Japan supported projects in Vietnam.

Provide feedback and support to the project team and the country office management on the planning and implementation of project interventions to be carried out.
-
Work with relevant Technical Advisor at the Country Office to provide technical assistance to ensure project quality as needed.

Participate in the decision-making processes related to the project SC Japan supported projects, as per CO procedure, of new staff recruitment, including the selection of consultants.
-
Ensure the project staff members and partners adhere to donor compliance, policies and procedures via conducting training, regular updates and monitoring and supervision.
- Project Monitoring and Evaluation
-
Ensure that the effectiveness, impact and direction of assigned projects are continually monitored, and regularly reviewed and evaluated via regularly updated and well-monitored M&E matrixes.

Conduct regular monitoring, supervision, and evaluation trips and provide technical support to enhance quality of the project components.

Provide meaningful inputs to develop strategies to strengthen the M&E activities and indicators tracking systems for both SCI and local partners.

Increase the accountability of the projects by providing inputs and engaging in project assessment, M&E activities, as well as providing inputs into external evaluators’ ToRs.
- Project Reporting
-
Provide oversight of assigned projects including: preparation and analysis of budgets, analysis of annual funding requirements, analysis of expenditure vouchers for compliance with Japanese donor regulations and accuracy, authorizing and monitoring disbursements, etc.

Facilitate the preparation of financial management documentations in areas of project responsibility with inputs from responsible technical and finance staff.

Oversee and advise the reporting processes. This includes project performance against the project indicators, program delivery/quality, documentation and bi-annual/annual reporting.

Review and provide feedbacks on the reports of all SC Japan-funded grant projects.

Represent the Japanese grant projects at conferences, workshops, donor subgroup meetings and other relevant meetings. Develop necessary documentations for presentations in consultation with relevant project staff members.

Brief local and visiting Japanese Embassy and JICA staff as well as donors, as required, on the implementation of assigned project activities.

Responsible for translating and submitting the finalized Japanese donor reports for SC Japan-supported projects and upload them on the AMS. The secondee is responsible for ensuring the consistency of English and Japanese versions of the proposals, budgets, and reports and for notifying CO of any changes that have been made.
- Project Coordination, Partnering and Networking
-
Collaboration and coordination with relevant CO functions and teams (including SMT), with respect to the CO activity/function mapping, in achievement of project results and expected outcomes of the secondment.

Participate in SCI relevant meetings, especially sector-specific ones and contribute inputs as necessary.

Coordinate with Project Manager on the project interventions contributing to project objectives to ensure that they are synergistically working to achieve objectives.

Gather information about local Japanese companies in Vietnam, and initiate and coordinate regular communications with Japanese stakeholders in Vietnam, including the Embassy of Japan, JICA, Japanese corporate donors, and the Japanese Chamber of Commerce and Industry in Vietnam (Hanoi, and Ho Chi Minh).

Document and share lessons learnt and best practices of the project interventions using SC Japan’s social media platforms, project reporting seminars, etc.

Liaison of SC Japan with SCI Vietnam Country Office, particularly the Senior NBD Manager, to explore future potential fundraising and partnership opportunities which possibly include new proposal development for Japanese MoFA, the World Bank, potential private sector partners from Japan, and possible future opportunities.

Day to day GM works closely with the Project Manager assigned by Vietnam Country Office.

For compliance and AMS management, the GM works closely with Award team at the Country Office.

For technical supports GM works closely with Health and Nutrition Advisor and other Technical Advisors at the Country Office.

For Monitoring and Evaluation the GM works closely with REALM Manager and REALM Team at the Country Office.

For new funding opportunities and new proposal the GM works closely with the Senior NBD (New Business Development Manager at the Country Office.
Requirements
Experience and Skills
-
Japanese as the 1st language is priority.
-
Fluent speaking and writing in English;TOEIC scores above 890
-
At least 5 years experience working in complex/high profile/ multinational organizations
-
Experience in working with large, complex donors (USAID, EU, DFID, etc.) to secure and/or manage new large-scale and/or competitive funding
-
Strong experience to explore future fundraising & partnership opportunities
-
Understanding of Japanese donor requirements in terms of both project performance management and financial management.

Understanding of key trends in international and humanitarian development
-
Experience and knowledge of context and actors in Asia, particularly the Mekong countries.

Commitment to the Save the Children vision, principles, mission, and values

Experience on humanitarian programs and ability to work in a volatile environment preferred.
