Job Description
- Title: Training sessions for enterprises on workplace issues in Ho Chi Minh city and Dong Thap city.
- Purpose: The primary objective of this consultancy is to enhance awareness and understanding among SMEs regarding child rights and business practices. The consultant will work collaboratively with VCCI to develop an engaging training program and deliver 2 training sessions on child rights and business including addressing child labor, protection of young workers, and upskilling initiatives.

Background
Vietnam is a lower middle-income country that has made rapid economic progress, resulting in poverty reduction and human development. According to the World Bank, poverty rates in Vietnam have declined sharply from over 32 percent in 2011 to below 2 percent in 2021 and the country achieved three of the Millennium Development Goals1 with notable progress made towards five others. With the new Sustainable Development Goals (SDGs), additional commitment and effort will be needed by all stakeholders, including public and private sectors, to provide a fair chance in life for every child and promote child rights.The National action Plan (NAP) on the Implementation of the 2030 Agenda for Sustainable Development, approved by the Prime Minister on 10th May 2017 states that actions should be taken to leave no one behind and to reach those groups of population who live in the most difficult areas of the country with particular focus on children. The private sector has particular strengths to bring to bear in delivering on the SDGs, including innovation, responsiveness, efficiency and provision of specific skills and resources. Additionally, VCCI has recently been given the mission to further promote responsible business practices among business in Vietnam on the National Action Plan on law and policy improvement, which was ratified by the Government dated 14th July 2023 at the Decision No 843/QD-TTg. It’s believed that it is essential to contribute to create a favorable business environment to implement responsible business practices and the achievement of SDGs in Viet Nam. Private sectors and businesses also hold important responsibilities. Business impacts the lives of children in many ways. Due to the unique rapid physical, mental and emotional development of children, any existing or potential negative impact resulting from interventions by businesses can have an irreversible impact on them. Children are stakeholders of business because they are family members of employees, young workers, consumers, members of the community and environment in which the business operates. Vietnam Chamber of Commerce and Industry (VCCI) has been assigned as the lead agency for objective 12.6 2 and 16.5 3 of the National Action Plan for the implementation of 2030 Sustainable Development Agenda to encourage the business community to implement sustainable practices, strengthen social accountabilities with regards to poor people and vulnerable groups, and integrate information into periodical report.Additionally, VCCI has recently been given the mission to further promote responsible business practices among business in Vietnam on the National Action Plan on law and policy improvement, which was ratified by the Government dated 14th July 2023 at the Decision No 843/QD-TTg. The project on Promotion of Children’s Rights and Business Principles (CRBP) among enterprises in Vietnam was developed by the Sustainable Development for Business (SDforB) unit at the VCCI and funded by UNICEF Viet Nam. The project is under the Children’s Rights and Business Principles (CRBP) framework released by UN Global Compact, UNICEF, and Save the Children and serves as an overall guidance framework for businesses to respect and support children’s rights in the workplace, marketplace, community and environment.4
Specific tasks of contractor
- Support VCCI to develop a full detailed concept note of a required training program, and training plan, with the thorough integration of UNICEF Vietnam’s inputs and comments
- Tailor and/or partly adapt previously developed training materials for SMEs, startups and social enterprises on Child rights and business principles, with a focus on child labor, Young worker protection and Skill development for young workers. And then completely finalise training material/training presentation, together with VCCI.
- Design and develop pre-test and post-test to measure gained understanding, awareness of attended participants before and after training and then to analyse how they can improve. The pre-test and post-test might be filled out by attended participants at each training session and/or it depends on any appropriate approach proposed by recruited trainers.
- Review and prepare all necessary documents, tools, quiz, references, and resources for the trainings to ensure that the training session will be interactive and practical, with plenty of opportunities to exchange opinions and best practices with other companies, in an open and friendly atmosphere.
- Support engaging with enterprises in the network to attend the trainings.
- Mainly take responsibility for identifying and inviting 2 guest speakers from HCM city-based enterprises, who have practical working experiences and have good presentation skills to share their company good practices on how to actively integrate CRBP into business strategic plan and lessons learnt if any as well as participate in Q&A at two training sessions both in HCMC and Dong Thap province. The honorarium for those invited guest speakers will be provided separately.
- Ensure active participation of VCCI representatives in the training sessions, providing them with opportunities to co-facilitate and gain practical experience in delivering effective training programs. It is expected that the consultant will capacitate VCCI’s resource person to facilitate at least half of the training. The task includes the provision of guidance and mentorship to VCCI staff during the training sessions to strengthen their knowledge in child rights and business practices with a focus on child labor, young worker’s protection and upskilling.
- Collaborate with VCCI to deliver two required massive and intensive training sessions. Trainers are requested proactively facilitate the training with an aim of keeping interaction and motivating participants to share their opinions and initially consult what attended participants can do to scale up those issues at the company level after training. Trainers will take key responsibilities for arranging relevant logistics for the trips such as accommodation, flights, taxi transportation in accordance with the approved budget of the project.
- Training material/training slide and/or any relevant training documents and final training report prepared by trainers in English will be asked to submit as soon as possible but no later than 7 working days once trainings ended. All those requested supporting documents are considered as a means of verification to process the financial payments.
Qualification/Specialized Knowledge and Experience
- An organization/institution with 8-10 years’ international experience in providing capacity building and training for enterprises.
- Have strong experience and knowledge on children’s rights in business, child labour prevention and remediation, young worker protection and employability skill development.
- Have previous experience in developing materials and delivering training for enterprises on child labour prevention and remediation and protection and skill development for young workers.
- Capacity to develop practical training guidelines and programs, experience in documentation, reporting and evaluation of training programs.
- Strong experience working with businesses/enterprises and good understanding of businesses context in Vietnam and have good network.
- Consulting team members have at least master’s degree or equivalent in social development, CSR, Management, and minimum 8 years of experience in providing/conducting training and developing training material/guidelines.
- Team members have experience in dealing with children’s rights at workplace focus on labour, child labour, young worker, and skill development.
- At least 3 master trainers should be enlisted in the pool of trainers in related topics
- All the training team members must respect the confidentiality of the data and have good command of English.

The proposal should include:a. Letter of interest and confirmation of availability.b. Technical proposal which clearly explains the outline on how to deliver the tasks and deliverables, including workplan, the list of guest speakers and the list of trainers.
c. Performance evaluation reports or references of similar consultancy assignments (if available)d. Financial proposal: All-inclusive lump-sum cost including consultancy fee, travel and accommodation cost for this assignment as per work assignment.
