Introduction
Planète Enfants & Développement (PE&D) is a French Non-Governmental Organization (NGO) founded in 1984 to protect children from violence and exploitation and create conditions conducive to their wellbeing and development. PE&D is also working in Vietnam, Laos, Nepal and Burkina Faso. For 37 years, PE&D developed a holistic approach to the child’s needs by intervening on health, education, socio-economic development and fighting against gender-based violence. Its expertise lies in the creation of strong partnerships with local actors, authorities and communities.Project background
The ACT project is a partnership between PE&D and local organisation CSWC, the Capacity Building and Center for Supporting Women and Children. CSWC is a Vietnamese organisation that directly intervenes and supports poor/disadvantaged children. In the ACT Project, CSWC manages a day centre in Phan Thiet and works with local Binh Thuan Charity School in Phan Thiet to support vulnerable children experiencing or at risk of child exploitation.In Vietnam, child exploitation (including child trafficking, labour exploitation and sexual exploitation) is a prodigious, multifaceted challenge that deepens social inequalities by targeting the most vulnerable communities and causes untold trauma which impacts all aspects of the victims' lives. Response mechanisms are restricted and do not encompass all victims. There is a need for a holistic approach to develop a co-built recovery and reintegration system to fight child exploitation and empower victims.
Project Objectives
The overall objective of this project is to contribute to build a support system, in conjunction with local authorities, for victims of internal child trafficking and exploitation in Southern and Central Vietnam, specifically Phan Thiet City, Binh Thuan Province, and Ho Chi Minh City. The project has 3 specific objectives: to reinforce the capacity of shelters in Southern and Central Vietnam to protect and support victims; to improve the socio-economic reintegration of children at risk or victims of child trafficking and exploitation in Southern and Central Vietnam; to prevent child trafficking and exploitation and the stigmatisation of victims in their communities to avoid the recurrence of exploitation.Call for application
It is in this context that PE&D is seeking an expert to conduct the psychological services for child victims of trafficking or exploitation living at the Ho Chi Minh City Center for Social Work, Education and Vocational training for Youth (CTSE).The selected consultant will work directly with PE&D and the Ho Chi Minh City Center for Social Work - Education and Vocational Training for Youth (CTSE for short), to provide assessment on the psychological condition, participate in case management meetings, design and implement intervention plan for vulnerable children who were victims of child trafficking or labour exploitation living in CTSE.To achieve those expectations, a collective action plan would be designed as following activities (but not limited to...)
Expecting activities
- Providing assessment of psychosocial support needs for 50 children living at CTSE
- Providing individual counselling for 15 children who will reintegrate soon at CTSE (1 children would receive at least 4 sessions)
- Participating in 07 case management meetings with SWs at CTSE (schedule would be set up with CTSE, 1 meeting will last 2 hours)
- Design a group intervention roadmap
- Group intervention activities (4 groups, 7 sessions/group)
- Providing individual counselling for children living at CTSE (approximately 150 sessions)

Criteria of selection:
About required certifications and experience:- Vietnamese nationality
- At least Master degree on Psychology
- At least 10 years of experience working with vulnerable children
- Demonstrate consulting experience and coordination skills with relevant parties, synthesis and analysis skills; and have the ability to perform the job, respond to requests, and provide feedback in a timely manner;
- Knowledge of governance and cultural context in Vietnam.
- Deep understanding of child protection and issues of child exploitation.
- Effective communication skills and the ability to write reports and develop clear, easy-to-understand documents in Vietnamese.
