Responsibilities
Under the leadership of the Procurement Manager, the incumbent will provide the following roles and support to entire implementation of the procurement:- Support the Procurement Manager to ensure smooth operation of the Procurement Division.
- Perform vendor/consultant research and selection to enhance value for money performance, reducing operating cost and boosting efficiency.
- Maintain cordial working relationships with vendors/consultants and supervise their activities, monitor their performance, and renegotiate contracts.
- Conduct procurement of goods, services, and consultancies in line with SNV and donor policies and procedures, advise on procurement decision steps with regard to vendors, consultants and partners for all project and non-project costs.
- Manage purchase orders, oversee deliverable schedules, and maintain purchase records to identify discrepancies and perform post-event clearance documentations.
- Conduct ongoing market research to identify beneficial purchase agreements and potential vendors.
- Maintain event update, vendor roster database, and track vendor usage, quality, and responsiveness.
- Maintain and mange procurement documentation in both hard and soft files in the system according to the policies.
- Perform other duties as assigned by the manager to contribute to the team performance.
Qualifications
- Vietnamese citizen.
- University degree in economics, developments, business management or relevant subject.
- At least 3 years of relevant work experience in international organisation(s).
- Takes initiative and creativity in problem solving.
- Ability to work independently and in a team.
- Good organisational skills and interpersonal skills with ability to handle multiple tasks at once.
- Good oral and written communication skills (English and Vietnamese).
- Good computer skills in MS-applications (Word, Excel, Internet, Email).
- Willing to travel to other provinces.
