Project Coordinator – Girls Ready for Future Project

ROLE PURPOSE Plan International (PI) is an independent child rights and humanitarian organisation committed to children living a life free of poverty, violence and injustice. We actively unite children, communities and other people who share our mission to make positive lasting changes in children’s and young people’s lives. We support children to gain the skills, knowledge and confidence they need to claim their rights to a fulfilling life, today and in the future. We place a specific focus on girls and women, who are most often left behind. We have been building powerful partnerships for children for more than 75 years, and are now active in more than 70 countries. Plan International Vietnam (PIV) takes its position to strategically contribute to the achievement of the ambition of Plan International by aiming to support 2 million girls in Vietnam to learn, lead, decide thrive, and survive. PIV has three core program focuses, which are implemented across the five target provinces: gender-responsive parenting (ECCD); preventing gender-based violence (including strengthening girls’ leadership); and strengthening opportunities for youth economic empowerment. The three programs are integrated and reinforcing, acknowledging the need for a life-course and multi-sectoral approach to sup-port girls to realise their economic and social rights. PIV is going to implement a 3-year project named “Girls ready for future”, which is funded by the Australia Government (via Plan Australia) from July 2019 – June 2022. The objective of this project is Girls of Vietnam have the agency to be active drivers of change in realizing their social and economic rights in a gender responsive and safe environment. The specific objectives of this project are: (1) Girls have the agency, access and control over resources to pursue decent work opportunities of their choosing, whether wage employment or self-employed; (2) Girls at risk of child/ early/forced marriage benefit from improved educational opportunities and are empowered to make positive choices in a gender equitable and supportive environment. Its partners are:

Ministry of Education and Training (MoET) and its system at provincial and district levels: Plan has a long-term partnership with the education system, and more so at the Ministerial level after years of influencing efforts for inclusive education for disadvantaged children.
Ministry of Labour, Invalid and Social Affairs (MoLISA) and its vocational system: Plan has a long-term partnership with the MOLISA, and more so at the Ministerial level during these years because of influencing efforts in child protection and TVET.
Youth Union and Women’s Union are powerful in community mobilisation, facilitation and advocacy with an extensive network to every village. With Plan’s technical support, they have been actively engaging in community-based development projects in the early years of Plan’s presence in Vietnam and advocating for national replication.
Private sector: private sector actors play a critical role in facilitating the access of young people to economic opportunities and decent jobs. In previous years, Plan have collaborated and partnered with them for this purpose.

The project has been implemented in selected communities in 5 provinces which be aligned with PIV’s influencing strategy includes of Ha Giang, Lai Chau, Quang Binh, Quang Tri and Kon Tum. Dimensions of the Role The Project Coordinator, under the supervision of the Grant Implementation Manager, will be responsible for the implementation of the “Girls ready for future” project at national level. S/he will be coordinating and supervising the effort of five Program Units to deliver activities. S/he will also ensure the meaningful and active participation of all stakeholders, including adolescent girls and boys from ethnic minorities, national governmental authorities (MOET, MOLISA and its system, Youth Union and Women’s Union) and private sector initially in 5 provinces across Vietnam. ACCOUNTABILITIES Specific responsibilities and accountabilities include the following:

Ensure high quality project implementation following the donors’ compliance requirements
Develop a Detailed Implementation Plan to guide the project’s implementation in conjunction with partners and regularly update as needed
Provide technical consultation and guidance to the above mentioned implementing partners during the process of planning, implementing, M&E and reporting of project activities
Work closely with the local partner at provinces and other relevant stakeholders in relation to the project and continue to assess, support and evaluate all project partner and stakeholders during project implementation
Assure the coordination with the project gender responsive schools of PIV to ensure the integration of the project activities and the delivery of the project results.
Collaborate with Community Development Facilitators at the PU of 5 provinces to make sure the outputs of project activities are as planned
Be responsible for monitoring the progress in positive changes of adolescent girls and boys’s knowledge, attitudes and practices toward being active drivers in realizing their social and economic rights in a gender responsive and safe environment.
Conduct monitoring assurance visits to PUs, provide in the field technical consultation as requested, develop guidance for the PUs to prepare annual plan with clear budgets, monthly cash flows, and prepare quarterly and annual project progress reports
Be responsible for regular finance monitoring and update the budget as needed
Ensure that financial and administrative donor requirements and compliance of project are respected throughout the project implementation period
Collect data, prepare and submit quality and timely project reports to the Grant Implementation Manager per the project M&E plan which in compliance with donor’s requirements
Be responsible for coordinating the whole process of procurement, selection and supervision of external consultants and ensure the compliance with Plan International’s policies and donor’s requirements

KEY RELATIONSHIPS Internally with:

The Technical Lead of Youth Economic Empowerment for technical support;
PCs responsible for other projects at PUs for the integration of activities (including projects on gender responsive schools, ending forced child marriage); and
Community Development Facilitators at PUs.

Externally with:

MOET, MOLISA, Youth Union, Women Union as key implementing partners;
TVET schools
Teachers and school managers of lower secondary schools
Parents and community people
Officials of local authorities at all levels.

TECHNICAL EXPERTISE, SKILLS AND KNOWLEDGE Qualification

University graduate in development studies, project management, vocational and educational training, social work, community development or any other related field

Experience

Minimum of 5 years of experience in working with I/NGO projects/programmes; experience in project management is an asset.
Experience in the field of vocational and educational training
Experience in managing an online platform, a social network, applications etc.
Experience in working with government authorities
Experience in the monitoring and evaluation of projects/programmes
Experience in coordination and facilitation at different levels (at community, district, provincial and national levels)
Experience in working with children and youth

Knowledge and skills Essential

Extensive knowledge child rights, gender and inclusion
Knowledge on IT, social networks, and policies and issues related to online platforms in Vietnam
Good interpersonal, influencing and negotiation skills
Strong leadership and management skills
Ability to build external relationships and networks, both physically and virtually
Passion for the mobilization of children and youth to participate into the direct interventions, social networks and webinars
Good English and Vietnamese language skills (both oral and written)
High level of computer proficiency

Desirable

Basic understanding of Vietnam’s current status on vocational training, early child marriage as well as the causes and consequences of these issues
Understand the legal status and practice of the communication laws enforced in Vietnam
Ability to use Google or Apple (Android or iOS based) applications to design, implement, and monitor to project interventions
Basic knowledge on surveys (base/mid/end-line; situational analysis), need assessment/risk identification (interviews observations; knowledge, attitudes, practices – KAP), and monitoring and evaluation (pre/post-testing)
Good understanding of the context of ethnic minorities in Vietnam
