Supplier of 130 units of phototherapy equipment to implementation of the KMC for newborns in hospitals (UNICEF)

UNICEF Viet Nam intends to engage a qualified local supplier to supply and deliver 130 units of phototherapy equipment to support treatment of newborn jaundice and, thus, contributing to implementing and scaling up of newborn care interventions in hospitals of Viet Nam.

SCOPE OF WORK

The Bidder shall supply, install, provide guidance and hand-on coaching on maintenance and operation, and hand over the medical equipment to the relevant departments of the Hospitals (according to Annex 4: Tentative distribution list).
The Bidder shall provide a commissioning manual and make a trial run when handing over the medical equipment.
The Bidder shall specify the manufacturer, origin, brand, model, and serial number.
The Bidder shall provide detailed warranty coverage information, a list of service centres, and contact information for any service/maintenance requirements.
The Bidder shall be responsible for annual maintenance and failure of the medical equipment during the warranty period.
The Bidder shall appoint an authorized person to coordinate with relevant officials of the Ministry of Health, the Provincial Department of Health and hospitals, and UNICEF to implement and complete the work which may include but not limited to collection of receipts, hand-over minutes, and organization of hand-on events and placement of sticker with logos of the donors on the equipment.

GENERAL REQUIREMENTS

The Bidder could be an Importer or a Distributor who has an office in Viet Nam and is certified for ISO 9001 Quality management system.
Products and brands: Internationally recognized brands and products with at least 03 (three) years of establishment and business operations in Viet Nam.
Other requirements:
Power adapter supply for Vietnam's electricity voltage 220 Volts – 50Hz.
Operating environment: in accordance with the standards and conditions across regions of Viet Nam.

TECHNICAL SPECIFICATIONS & REQUIREMENTS

Phototherapy units are used to treat hyperbilirubinemia, a condition characterized by high bilirubin concentrations in the blood. Bilirubin, a product of haemoglobin breakdown, remains in the body until the liver can convert it to a form that can be excreted. Jaundice, a yellowish discoloration of the skin, eyes, and mucous membranes, is a major symptom observed when bilirubin levels in blood rise above 5 mg/dL.

Technical specifications:

Sturdy and stable wheeled base with a low profile.
The wheeled base is provided with a minimum of three (3) or more anti-static swivel castors.
The base is provided with a minimum of two (2) or more brakes castors.
The unit has an adjustable height with a minimum range: 1.20 – 1.60 m.
The unit includes an arm to allow positioning (swivel) the unit above an incubator or a cradle.
The single head allows tilting up to a minimum of 45°.
All surfaces to be made of corrosion resistant materials resistant to hospital grade disinfection chemicals.
The unit should be equipped with an integrated, operator resettable, therapy timer.
The therapy timer indicates the elapsed time.
The therapy time is unaffected by power outages up to 10 minutes.
The unit includes a provision to safeguard patients from excessive temperatures utilizing a skin temperature sensor and alarms or cutting of the mains supply when limits are exceeded.
External surfaces of the unit shall never exceed 40 degrees either through an active cooling provision or through design of the unit.
Equipped with examination LEDs providing white light.
Power requirements: 220 Volts – 50 Hz.
