ORGANIZATIONAL CONTEXT AND SCOPE:
IOM Viet Nam provides return and reintegration assistance to all eligible beneficiaries referred to by various IOM destination missions or relevant partners. The assistance may include cash and/or in-kind support to contribute to their sustainable reintegration. Initially launched in 2010, the IOM Assisted Voluntary Return and Reintegration(AVRR) programme in Viet Nam has contributed to the safe return and sustainable reintegration of more than 1,000 migrants to date. The return assistance encompasses information counselling and travel preparation, coverage of transportation and documentation costs, and assistance at departure, in transit and destination airports when requested by either beneficiaries and/or airport authorities, or with all cases in vulnerable situations. The reintegration assistance aims to support migrants through cash and/or inkind aid, addressing their economic, social, and psychological needs. This can include education and training, accommodation, legal and medical assistance, and micro-business support.
In addition to the AVRR programme, IOM facilitates biometric enrolment for identify confirmation during legal procedures. Specifically, IOM also assists governments of various countries by providing digital fingerprint collection services. In 2024 alone, IOM has processed approximately 200 fingerprint cases.
IOM Viet Nam is recruiting a Project Assistant to support the implementation of these activities and provide assistance to migrants. The successful candidate will work under the overall management of the National Programme Officer ( Protection) and direct supervision of the Reintegration Assistant, in collaboration with relevant units in the Country Office.
RESPONSIBILITIES AND ACCOUNTABILITIES:
- Receive and book appointments upon applicant's request via walk-in, phone, or email.
- Provide information and guidance on government procedures, required documents, submission guidelines, and applicable fees.
- Capture fingerprints for background/criminal checks, adhering to the standards and guidelines of relevant governments.
- Assist applicants in completing application forms, fingerprint forms, and other necessary documents.
- Handle administrative tasks such as issuing receipts, collecting service fees, and filing documents.
- Provide in-person and online information and guidance to migrants and organize referrals with relevant agencies to facilitate their safe return and/or reintegration.
- Provide office, administrative, and logistics support for meetings, conferences, and workshops.
- Undertake duty travel for implementing and following-up project activities.
- Draft interim and final reintegration and/or evaluation reports for relevant projects.
- Undertake informal translations and/or interpretation upon request.
- Perform other related duties as assigned.
REQUIRED QUALIFICATIONS AND EXPERIENCE
EDUCATION
- School diploma with minimum four years of relevant experience; or,
- Bachelor’s degree in Political or Social Sciences, International Relations, Development Studies, Migration Studies, Human Rights, Law or related fields from an accredited academic institution with two years of relevant professional experience.
EXPERIENCE
- Experience in supporting liaison with governmental authorities, national/international institutions, United Nations agencies and non-governmental organizations
- Experience in working with migrants, refugees, internally displaced persons, victims of trafficking and other vulnerable groups is an advantage
- Prior work experience with international humanitarian organizations, non-government or government institutions/organization in a multi-cultural setting is an advantage.
SKILLS
- Demonstrated ability to maintain accuracy and confidentiality in performing responsibilities
- Excellent communication, facilitation, presentation and negotiation skills
- Demonstrated proficiency with Microsoft Office applications (Excel, Word, PowerPoint, SharePoint)
- In depth knowledge of the broad range of migration related subject areas dealt with by the Organization
- Knowledge of UN and bilateral donor programming preferred.
LANGUAGES
Fluency in English and Vietnamese is required.
