Job Description (Roles and Responsibilities)

Main Purpose of Job: The job holder will be responsible for managing UK Government-funded modern slavery projects in Vietnam, focusing on combating human trafficking and enhancing Vietnam's response to human trafficking. The job holder will build senior-level relationships and work closely with government ministries, multilateral development agencies, delivery partners, research institutions, NGOs, and other external stakeholders to ensure successful project delivery and provide policy advice on human trafficking. This role will report to the Head of Home Office International Operations at the British Embassy in Hanoi and the Home Office Modern Slavery Fund programme team in the UK.

Context: The Modern Slavery Fund (MSF) of the UK Home Office was publicly announced in July 2016 to reduce the prevalence of modern slavery internationally through a combination of core programming focused on UK priority countries.

Roles and Responsibilities (What will the jobholder be expected to achieve?):

1. Programme Strategy and Delivery
   • Shape the next phase of the programme in line with Vietnamese and UK strategic priorities to combat human trafficking.
   • Engage with delivery partners to oversee Modern Slavery Fund projects, ensuring synergy with other UK activities.
   • Monitor progress, encourage ongoing evaluation and learning, and mitigate risks.
   • Support Home Office and independent experts in conducting programme reviews and evaluations.
   • Manage procurement and finances in line with UK Government guidelines.
2. Policy Advocacy
   • Provide analysis and insights on modern slavery, human trafficking, and illegal migration trends in Vietnam.
   • Collaborate with local authorities to support in-country anti-trafficking policies.
   • Prepare briefings and policy advice for UK Government stakeholders.
3. Stakeholder Engagement
   • Develop and maintain relationships with key stakeholders, including the Ministry of Public Security (MPS), Ministry of Labour, Invalids and Social Affairs (MOLISA), UN agencies, and NGOs.
   • Foster coordination with other embassies and international organisations on trafficking issues.
4. Communications
   • Promote programme work and the UK’s contributions to a wider audience through campaigns and events.
   • Coordinate internal and external communications with the Home Office and FCDO Comms Teams.

Resources Managed (Staff and Expenditure): The job holder will line manage one local staff member (to be confirmed with the Head of the Home Office International Operations Team).

Essential Qualifications, Skills, and Experience

• Over 5 years of project management experience.
• Proven experience working with Vietnamese ministries, local authorities, and international partners.
• Strong presentation and writing skills, including the ability to draft guidance, proposals, and reports.
• Budget management skills and ability to work within limited resources.
• Strong interpersonal, organisational, and time management skills.
• Fluent in Vietnamese and English, with the ability to translate and interpret.

• Experience with human trafficking-related projects.
• Previous work in an embassy or international organisation.
• Proven ability to advise and brief senior stakeholders effectively.
