Job Description

Under the overall guidance and supervision of the UNDP Finance and Assurance Analyst, the Finance Assistant provides support in executing financial services in the Country Office, ensuring the effective and transparent utilization of financial resources and integrity of financial services. The Finance Assistant promotes a client-oriented approach consistent with UNDP rules and regulations. The Finance Assistant works in close collaboration with the operations, programme, and project teams in the CO, UNDP Global Shared Services Unit (GSSU), and Headquarters staff to resolve financial management and operational-related issues and information delivery, performing a variety of standard administrative processes and ensuring high quality and accuracy of work. The Finance Assistant will provide effective support to the Finance and Assurance team to meet the increasing demands for high-quality financial services from programme units, the Common Back Office, UNDSS, and other UN agencies, especially during the second half of the year. The incumbent is expected to work with energy and a positive, constructive attitude and display a strong client orientation. As such, they will demonstrate flexibility in performing other emerging tasks and additional duties as required. A) Assists in ensuring implementation of operational strategies and adapts processes and procedures by:
- Ensuring full compliance with UN/UNDP rules, regulations, and policies regarding financial processes, financial records, reports, and follow-up on audit recommendations. Implementing an effective internal control framework in compliance with IPSAS.
- Supporting CO finance business process mapping, monitoring, and implementation of internal standard operating procedures in finance, in consultation with the direct supervisor.
- Collecting and consolidating financial information for further analysis and reporting by the Finance and Assurance Analyst.
B) Provides accounting and administrative support to the Finance and Assurance Unit by:
- Providing support for all financial management transactions in compliance with IPSAS.
- Properly controlling supporting documents for payments, reviewing financial reports for development projects, and assisting in managing CO management projects.
- Initiating correspondences to verify data, answering queries, and obtaining additional information on accounts and financial transactions.
- Maintaining the internal expenditures control system to ensure that vouchers processed are matched and completed, transactions are correctly recorded and posted in Quantum, payrolls are duly prepared, and travel claims, MPOs (monthly payment orders), and other entitlements are duly processed.
- Taking timely corrective actions on unposted vouchers, including vouchers with budget check errors, match exceptions, and unapproved vouchers. Responding promptly to HQ requests to resolve financial data issues.
- Maintaining an effective filing system.
- Collecting supporting documents for payments and communicating with the programme team.
- Supporting financial transaction recording.
- Assisting in the preparation of cost-recovery bills in the ERP for services provided by UNDP, implementing the income tracking system, and following up on cost recovery.
- Supporting the Finance Associate with tasks related to Direct Project Costing and the Agency Service Portal.
- Providing other administrative support as required.
C) Other tasks as may be assigned by UNDP management:
- Performing any other functions or responsibilities assigned by UNDP management.
- Contributing to UNDP’s work across all practice areas and, as appropriate, may be assigned to other practice or sub-practice portfolios.
- Participating in capacity-building and knowledge-sharing activities, including:
- Training operations/project staff in finance.
- Contributing to UNDP knowledge networks, sharing best practices and experiences.
- Supporting the Finance Officer in implementing the capacity-building plan in their area of intervention.

Required Skills and Experience
Education
- Secondary education with a specialized certification in Accounting and/or Finance. OR
- A university degree in Finance or Accounting is desirable. Part-qualified accountants from an internationally accredited institute of accountancy will have a distinct advantage.
Experience
- With a high school diploma: Minimum of four (4) years of relevant experience in finance, accounting, administration, or programme support services.
- With a bachelor's degree: Minimum of one (1) year of relevant experience.
- Experience using computers and office software packages (MS Word, Excel, etc.).
- Experience with financial resource management, including maintaining accounts receivable/payable, making transactions, and reporting.
- Experience handling web-based management systems and ERP financials, preferably Oracle.
- Experience working with spreadsheets and database packages.
- Experience with UNDP practices is an asset.
