1. Background information:
Plan International Vietnam, re-established in 1993, is an international child-centered community development organization working in 73 countries. Plan is working in partnership with local people; organizations and government bodies to help children in Vietnam meet their basic needs as well as expand their opportunities to reach their full potential.
Asia is a vibrant and fast growing region that is home to 671 million youth, 48% of which are girls. Despite a narrowing gender gap, girls and young women in Vietnam are still undervalued and underestimated and continue to experience gender related barriers and inequalities, which prevent them from realizing their full potential. The discriminatory attitudes and practices toward girls and women significantly limit their ability to assume leadership roles. In order to address these issues, evidence on girls’ and women’s situation is required. The Plan International Asia Hub has led the study on the girls leadership index in 19 member country offices across Asia. The overall goal of creating this index is to be able to use it as an instrument for policy advocacy and to inform the design of contextually relevant and strategic programs.
Since there is no universal definition for girls leadership, for the purpose of the index girls’ leadership is defined as “
the ability of girls and young women to make decisions by themselves and exercise the rights at different levels and in different aspects of their life, and their ability to individually and collectively influence decision making and decision makers about issues that affect their ability to realize their rights”.
The study focuses on 6 domains: 1) education; 2) economic opportunity; 3) protection; 4) health; 5) political voices and representation; and 6) discriminatory Laws and policy.
2. Plan International Viet Nam is seeking a qualified consultancy firm/group to carry out research on factors associated with girls leadership index of Vietnam. Please refer to the attached
