Background
UN Women, grounded in the vision of equality enshrined in the Charter of the United Nations, works for the elimination of discrimination against women and girls; the empowerment of women; and the achievement of equality between women and men as partners and beneficiaries of development, human rights, humanitarian action and peace and security.
The UN Women Cambodia Country Office (CCO) Strategic Note (SN) 2019-2023 focuses on three key priorities to advance gender equality and women’s empowerment (GEWE). The first priority is to strengthen government capacity and accountability to integrate international norms and commitments (CEDAW, SDGs, Beijing PfA, Sendai) into national legislative and regulatory frameworks, including supporting dialogue and CSO engagement in accountability for GEWE commitments. The second area of focus is Ending Violence Against Women where CCO’s focus includes creating an enabling environment to prevent, respond to and prosecute all forms of GBV as well as ensuring that marginalised women who experience violence, including women migrant workers, access services and protections. Thirdly, CCO works to enhance gender responsiveness in climate change action and Disaster Risk Reduction (DRR). A focus on empowerment, women’s leadership, challenging negative gender norms and leaving no one behind runs through the programme.
As part of our work on normative framework and governance UN Women Cambodia strengthen national capacity to implement the CEDAW, Beijing Platform for Action (BfA), and SDGs. In 2018, as a result of the Public Financial Reform (PFR) of Royal Government of Cambodia (RGC), all line ministries moved from line item to programme based budget (PB) which aims to deliver greater results within each sector. In addition, RGC has policies and an established mechanism to mainstream gender. While PFR has progressed, skills and practical system for planning and tracking gender budget are essential to monitor if the different needs of women, men and other genders have been addressed. Gender responsive planning and budgeting is also essential in holding duty-bearers accountable for delivery against their gender equality and women’s empowerment commitments.
UN Women Cambodia Country Office is seeking a Gender Responsive Budgeting Consultant to conduct a scoping assessment of the current status of gender responsive budgeting in Cambodia (particularly in social sector), including to identify gaps in budget planning and potential entry points within PFR and gender mainstreaming system of RGC for enhancing gender budgeting and monitoring the budget in line with international (i.e. CEDAW and BfA) and national commitments (i.e. National Strategic Development Plan-NSDP and CSDGs). The outcome of this assignment will provide CCO with recommendations for priority actions to support development of gender responsive budgeting portfolio in Cambodia and to provide targeted capacity building through training and mentoring of RGC and CSO partners.
Duties and Responsibilities
Under the overall supervision of the Country Representative a.i and working closely with the Programme Analyst, the consultant will perform the following tasks:
o By using UN Women GRB Framework, conduct a desk review of budget laws, PFR, and gender-related laws, sectoral policies and gender strategic plans to develop understanding of how sectoral budget has been planned and monitored to reflect different needs of women, men and other genders. The literature review is built on existing reports (e.g. 2017 CEDAW 6th National Report and 2019 CEDAW list of issues, 2013 CEDAW Concluding Observations, Beijing+25 National Review Report, CSDGs, PFR of RGC, annual budget law, gender mainstreaming action plan of line ministries that categorized under social sector and Ministry of Economy and Finance (MEF) etc.). In addition, the literature review will produce understanding and information beyond sectoral budget planning and monitoring.
o Facilitate consultations with relevant stakeholders, including MEF, CNCW, MOWA and relevant line ministries and working groups as well as civil society organizations, UN and other development partners to identify good practices as well as gender gaps in budgetary process and budget monitoring and enabling structure as well as mechanism for supporting the implementation of gender responsive budgeting.
o Develop an overview analysis of general context of GRB in Cambodia, including Violence Against Women Costing, gender responsive budgeting in education, health and gender and climate finance.
o Conduct rapid capacity development needs assessment in implementing and monitoring GRB for relevant government ministries/council, including MEF, CNCW and MOWA and civil society organisations (CSO) who are sitting in PFR platform.
o Drawing on literature review and consultations with key stakeholders, develop targeted capacity development plan and manual on GRB, including mentoring, focusing on the GRB conceptual framework, tools (e.g. such as budget call circular, gender statement etc.) analysis of budgetary process and its limitation in gender mainstreaming and lessons learnt in the region. This includes provision of guidance on learning from GRB good practices in the regions where it is relevant.
o Facilitate and conduct learning sessions/workshops on gender responsive budgeting for key government ministries (MEF, CNCW, MOWA, NCSD, NCDM, and MOLVT) CCO team, UNTGG and CSOs who are sitting in PFR platform and CCO’s CSO partners.
o Provide CCO with recommendations for strategic priorities in support of enhancing GRB advocacy and capacity development in Cambodia.
o Facilitate national dialogues on GRB to reflect to national and international commitment such as NSDP, CSDGs, CEDAW and Beijing+25.
Competencies
Technical Competencies:
- Good knowledge of institutional mechanisms relating to governance and women’s human rights, particularly CEDAW and considerable knowledge of the Cambodian policy and legislative framework is an asset.

- Proven experience and skills in monitoring of CEDAW implementation and CEDAW report writing.
- A proven history of capacity building through a participatory approach of mutual accountability and professional development.
- Strong programming expertise on gender responsive budgeting, gender equality, knowledge of results-based management (RBM) principles, gender equality and human rights-based approaches.
- A proven ability to liaise and coordinate with a myriad of stakeholders and partners, including government, civil society, UN, donors, international organizations and grassroots organizations.
Functional Competencies:
- Knowledge of the social, cultural, and political context of Cambodia and local issues of gender, public policy and governance, and multiple overlapping forms of discrimination would be an asset.
- Promotion of knowledge management and a learning environment in the office through leadership.
- Solid experience in coordination with government and civil society organisations.
- Demonstrated sensitivity, discretion, tact, and courtesy in relation to gender equality and women’s rights, development principles, working with implementing partners, including with government counterparts and national and international personnel of varied nationalities and backgrounds.
- Proven excellent writing skills with high-quality, evidence-based reports
