The Global Programme Policy Advice for Climate Resilient Economic Development (CRED)” aims at piloting methods and instruments for modelling economic climate change impacts and providing these methods and instruments as well as information on their benefit for policy design to governments and development actors. The Ministries of Economy/Planning in the programme’s three pilot countries Viet Nam, Kazakhstan, Georgia will be supported by the Global Programme to carry out the modelling and to develop climate resilient economic policies and effective adaptation planning based on the results.
The political partner Vietnam is the Ministry of Planning and Investment (MPI). The Implementing partner is the Central Institute for Economic Management (CIEM).
The Global Programme Policy Advice for Climate Resilient Economic Development (CRED) requires a qualified local professional for the following position:
Program Officer “CRED”
Duty station: Hanoi, Vietnam
Duration: Starting ASAP until 30.06.2022
Main responsibilities:
- Supports the design, preparation and implementation of activities in Vietnam in the 3 major intervention areas of the Global Programme:
- Capacity building for human and technical capabilities and data sources in the Ministry and/or research institutes responsible for macro-economic modelling the impacts of climate change
- Integrating the results of the climate change impact models in the design of economic development strategies and policies as well as adaptation policies
- Strengthening the international exchange between government representatives, international organisations and development cooperation on methods and instruments for modelling economic impact of climate change and applied policy advice.
- Maintains the contact with the MPI, CIEM as well as other stakeholders (non-governmental agencies, international donors, other relevant GIZ programmes…) when necessary.
- Organizes local consultants as needed for the analytical and capacity building work and monitors contract implementation by the consultants.
- Supports implementation of the work by international consultants in Viet Nam.
- Supports the collection of information and data in-country necessary for planning and implementing project activities;
- Carries out PR work to enhance visibility of the BMU and the GIZ
- Reports regularly to the project management of the Global Programme in Germany on project activities, outputs and outcomes
- Knowledge management
- Other tasks as required by the programme.
Minimum requirements:
- University degree or higher in the field of economics, public policy or public management or related field;
- Minimum of 3 – 5 years of professional working experience in a similar position at (international) development organization(s).
- Having good knowledge of green economy and climate change issues, including its stakeholder landscape;
- Having basic understanding of environmental economics, including economic modelling; Particular knowledge of climate adaptation issues would be an asset
- Experienced in advising public sector institutions (e.g. ministries, agencies, etc.), particularly in climate change or economic development issues;
- Knowledge about the policy making process in Viet Nam;
- Experience in project management;
- Native language speaker (Vietnamese) and excellent English language skills (both spoken and written); Good knowledge of German is an asset;
- Ability to provide substantive, clear and concise written contributions to reports and materials;
- Experience in communication and relating with people of diverse cultures and at all levels of a hierarchical organization and constructively cooperate with colleagues;
