Background With the financial support from CJ Group (Republic of Korea) and in the context of the UNESCO Malala Fund for Girls’ Right to Education, UNESCO started a three-year “We are ABLE” project in Viet Nam in February 2019. The project aims to improve access and retention of ethnic minority children, especially girls in lower secondary schools and to improve employability for ethnic minority girls and women in Ha Giang, Soc Trang and Ninh Thuan. Together with the Ministry of Education and Training (MOET), the project will cover four main areas of focus:

KnowledgeABLE: Enhancing understanding on the importance of girls’ education by allowing the youth, especially young women, to demonstrate how education can positively influence their lives and the lives of their families, friends and communities
EmployABLE: Improving employment opportunities for ethnic minority women through targeted career orientation programmes, training on income generation and facilitating access to job opportunities
ProtectABLE: Fostering a safe and healthy educational environment by enhancing knowledge of gender-based violence in schools and strengthening teachers’ capacities on gender-responsive school counseling
EnABLE: Empowering ethnic minority youth to overcome stereotypes and enhance solidarity with their peers – other Vietnamese youth- across the country

Creating an ideal study condition with a safe and friendly environment requires a holistic approach to education. In addition to the “We are ABLE” project, UNESCO is joining hands with Signify to unlock the potential of light as a way to address the issue of limited access to electricity amongst ethnic minorities in Ha Giang, Soc Trang and Ninh Thuan provinces. The majority of selected schools are located in remote areas with limited access to electricity where students at times need up to two hours to commute to school. Waking up as early as 4:00am is not uncommon, especially for students in non-boarding schools, to reach school on time. By supporting the set-up of solar lighting libraries in selected schools, the project, supported by Signify, will enhance safety within schools and beyond by lending portable solar lamps to light the way for students commuting to and from school. With the empowering approach of the “We are ABLE” project, UNESCO believes that working with schools and communities, especially with students, to convey key messages to key target groups will be more effective and sustainable. UNESCO will organize a series of capacity building trainings for a Core Student Group, established in each selected school, to spread key “We are ABLE” messages and to promote sustainable and green living practices through awareness raising. With this background, the Contractor will (i) implement the project on “Lighting up the future of ethnic minority communities in Viet Nam”, funded by Signify Foundation, and (ii) implement the youth engagement activities in the framework of the “We are ABLE” project, in close coordination with the Project Officer of the “We are ABLE” project, under the overall authority of the Head of UNESCO Ha Noi Office and under the direct supervision of the Education Programme Specialist. Long Description B. Work assignment The Contractor will undertake the following activities in Ha Giang, Soc Trang and Ninh Thuan provinces. I. Project on lighting up the future of ethnic minority communities in Viet Nam

Coordinate and oversee the implementation of the project, in close coordination with the Project Officer of the “We are ABLE” project, ensuring the achievement of the project objectives, implementation of the proposed activities and production of deliverables as per the approved project document;
Organize consultations with school managers, teachers and students on access to lighting and electricity in selected communities in three provinces of Ha Giang, Soc Trang and Ninh Thuan;
Support the selected lower secondary schools (16 schools) in the three provinces in creating solar lighting libraries;
Assist Signify Viet Nam in preparing and conducting trainings for school focal points in charge of solar lighting system;
Develop guideline(s) for awareness raising on the sustainable and green living practices including the usage of energy and renewable energy;
Disseminate guidelines to the selected lower secondary schools and support students to organize awareness raising activities;
Monitor activities at the selected lower secondary schools and prepare brief assessments after the implementation of activities;
Prepare a final report.

Long Description II. Youth engagement activities under the “We are ABLE” project

Support the development of a training guideline, including the content description of each capacity building training in Ha Giang, Soc Trang and Ninh Thuan for Student Core Groups in 12 selected We are ABLE schools;
Support the consultant in the preparation of training materials and deliver capacity building trainings for Student Core Groups in Ha Giang, Soc Trang and Ninh Thuan, with adaption to local context;
Monitor and provide guidance for We are ABLE students to implement awareness raising activities in schools and develop communication outputs to be shared with parents, family members and the schools;
Ensure all key stakeholders are informed on a regular basis on progress of the activities;
Prepare an activity report.

III. Communications

Coordinate with the Project Officer of the “We are ABLE” project to develop and implement communication activities for the promotion of two projects, i.e. the “We are ABLE” project and the project on lighting up the future of ethnic minority communities in Viet Nam.

Bachelor degree in Natural Sciences (focus on environmental protection or climate change), Social and Human Sciences, Gender Studies, Education or any related fields

Work Experience

At least 5 years of working experiences in the relevant fields, such as environmental protection, climate change, gender equality and education
Working experience in youth engagement, preferably with knowledge of UNESCO youth engagement approaches;
Working experience in designing and facilitating capacity-building workshops for adolescents and youth, with participatory and adolescent/youth-friendly learning methods and content development;

Languages

Excellent written and spoken Vietnamese
Excellent written and spoken English

DESIRABLE QUALIFICATIONS Skills and Competencies

Knowledge on gender mainstreaming and youth mainstreaming
Knowledge on sustainable and green living practices, including the use of (renewable) energy, is an asset
Commitment to team work
Capacity to coach and mentor others

Strong interpersonal and networking skills;

Prior UN experience is an asset.
