Save the Children started our work in Vietnam in 1990, and implements programs in the key thematic areas: Education, Health and Nutrition, Child Protection, Child Rights and Governance, Child Poverty, Disaster Risk Reduction (DRR) and Emergency Response. At present, Vietnam Country Office has programs in 20 out of 63 provinces in Vietnam.

We are looking for a Vietnamese national for:
- Vacancy: Consultant to conduct baseline survey for No Child Business Project
- Location: Ho Chi Minh
Consultant’s responsibilities:
1. Desk review: Conduct a literature review and foundational research based on secondary data from national and international sources related to child labour, including legislations, studies and research, vocational curriculum, livelihoods…. The desk review will help develop research design, including the inception report. A preliminary (non-exhaustive) list of key reference documents and resources, including UNICEF and SCI supported studies will be shared with the consultants.
2. Scoping and inception: A scoping field visit will take place to gain a clearer picture of the target groups and their major issues, concerns, expectations. The scoping mission will include rapid assessment/community observation in selected study sites. The results of the desk review and scoping visit will function as an input to a technical consultation with all relevant stakeholders and partners with the aim of refining scope, methodology and tools (including research questions) for the actual study within the limitations of the TOR.
3. Field work: Facilitate the data collection (both quantitative and qualitative) at the defined project locations. The consultant will engage Research Assistants in the data collection. The analysis should be done by the consultants after data entry.
To ensure quality of data collected and entered, the Research Assistants will undergo thorough orientation and training on the data collection tools specifically on question interpretation and understanding as well as mobile data collection skills. The training will be conducted by the consultant.
4. Report writing: The consultant will compile a narrative report capturing the findings, the hinderance factors, among others. This report should be shared for review with the research board members (UNICEF, SCI, government counterparts) for clarity and review before a final report is shared by the consultant.
Key Deliverables
- An inception report that includes key findings of desk review, a refined methodology, tools, and work planproduced and approved by UNICEF and SCI (in English and Vietnamese).
- Data collection tools, raw data set.
- Zero draft report to be shared with the Project Team and government counterparts for comments/feedback.
- Final report (in English and Vietnamese) produced and approved by UNICEF and SCI.
- A complete indicator table including values for all required indicators.
All survey materials, raw data, electronic data, and other information will remain the property of SC and should be transferred to SC upon completion.
Main competencies required
The consultant should hold/have:
- Background in sociology, social work, psychology, children’s studies or any other relevant discipline in social sciences;
- Minimum 5 years of researchexperience, including research design, field data collection, training data collectors and report writing. Sample of any previous authored or co-authored research/study is required;
- Experience in conducting research on labour and migration is an asset;
- Knowledge and experience working with the welfare system in Viet Nam is an advantage;
- Demonstrated ability to produce work with high quality in a short span of time;
- Fluency in English and excellent report writing, presentation and communication skills;
- Work experience with UNICEF, SCI or another agency is preferred.
