In 2020, the Ministry of Health will revise its Circular No. 28/2017/TT-BYT, which will empower provincial AIDS authorities in ARV drug re-allocation. Each ARV source (donor funded, state budget and SHI fund) has its own regulations and it is a challenge for related partners to make any ARV reallocation while official guidance on this matter is not yet available.
