The Australia- Viet Nam Economic Reform (Aus4Reform) Program works with the Vietnamese Government to boost productivity and competitiveness in Vietnam by supporting the development of quality policies, laws, and institutions through advocacy, consultation, and by strengthening the evidence base for economic policies - drawing on international experience and expertise, especially from Australia.
Aus4Reform aims to help the GoV achieve these objectives via 05 components:
- Building more competitive and transparent markets and business enabling environment
- Ensuring markets operate competitively in consumer and national economic interests
- Facilitating the restructuring of the rural economy
- Greater business and women’s voice in investment climate and economic restructuring issues.
- A Flexible Fund to respond to emerging bottlenecks to productivity growth and innovation.
The Ministry of Planning and Investment (Central Institute for Economic Management) is the governing body and coordinator of the Program. Implementing agencies of the Program include: Ministry of Industry and Trade (Vietnam Competition Authority); Ministry of Agriculture and Rural Development (Institute of Policy and Strategy for Agriculture and Rural Development), Vietnam Chamber of Commerce and Industry, Central Economic Commission, Economic Committee of the National Assembly and some localities.
The Institute of Policy and Strategy for Agriculture and Rural Development (IPSARD) has been assigned to implement the activity "Research and propose solutions to develop institutions to support the agricultural land market in Vietnam". This activity is funded from unallocated fund within the framework of the second year plan of the Aus4Reform Program. IPSARD is looking for recruiting 04 national consultants as follows:
- Consultant for overview of international experiences on institution supporting the development of agricultural land markets
- Consultant to review policies in developing and operating institution
- Consultant to design questionaires and write policy brief on agricultural land market development
- Consultant for data entry and analysis
