Background:
Recently, the Government of Viet Nam has increased investment in development and the sustainability of rural water supply systems. By the end of 2019, 88.5% of the rural population will have access to hygienic water, of which nearly 51% will use water meeting QCVN 02:2009/BYT, with about 44% of the rural population (over 28.5 million people are supplied with water from a centralized water supply system, with the remaining 56% of the rural population (36.3 million people) using a household-scale water supply system.
Despite rapid progress in access to rural water supply services, there are still challenges: many mountainous areas where ethnic minority people make up the majority, with access to piped water to households family is limited; access to clean water according to QCVN is low, safe water supply has not been implemented, the sustainability of many water supply facilities is not guaranteed etc., it requires more efforts to better control the operation of rural water systems and support households to use small water supply works, ensuring sustainability of water safety plan in rural water supply.
In order to complete the legal system, supplement the missing regulations to serve the state management of rural clean water in order to enhance the management, exploitation and protection of rural daily-life water supply works and ensure sustainability of rural water safety plan, it is necessary to develop a Decree on rural water supply.
The development of the Decree will be implemented into the two phases.
The first Phase is preparation for the Decree record which will be submitted to the government to get the permission for the decree development. In this phase, four documents need to be prepared including
(1) A request letter to be submitted to the Government for the Decree development permission;
(2) A decree detailed outline;
(3) A summary report on implementation of laws on rural water supply; and
(4) A report on impact assessment of the decree.
The second Phase (decree development) will be implemented when the Decree record was submitted to the government and received permission of the Government for decree development.
DWR is responsible for the first phase and the consultant will assist DWR to meet the objective of the first Phase.
Objectives of the consultancy activity
To provide technical support on financial and institutional issues to Directorate of Water Resources (DWR) of Ministry of Agriculture and Rural Development (MARD) in development of draft Decree record on Management, Exploitation and Protection of rural water supply to include rural Water Safety Plan in the Phase 1
