A national consultancy team of five members for Research on and Proposal of Processes and Tools for (i) Electronic Registration and (ii) Electronic Payments of Regular Social Transfers as Inputs for Revision to Decree 136/2013

Documents : TOR Electronic Registration Dieu khoan tham chieu   Overview : [ENGLISH BELOW] Dự án “Hỗ trợ cải thiện hệ thống trợ giúp xã hội, pha II giai đoạn 2017-2020” (SAP-II) do UNDP tài trợ, hỗ trợ kỹ thuật cho Bộ Lao động – Thương binh và Xã hội (Bộ LĐTBXH) và các Bộ, ngành liên quan thực hiện Quyết định số 488/QĐ-TTg ngày 14 tháng 4 năm 2017 về phê duyệt Đề án đổi mới, phát triển trợ giúp xã hội trong giai đoạn 2016 – 2025 và tầm nhìn đến 2030 (Đề án). Để thực hiện mục tiêu xây dựng khung khổ pháp lý, kế hoạch thực hiện quản lý điện tử chính sách cho đối tượng đang hưởng trợ cấp xã hội thường xuyên tại cộng đồng, làm đầu vào để sửa đổi, thay thế Nghị định 136/2013/NĐ-CP. Trong đó, đề xuất cụ thể về: (i) Hệ thống đăng ký, xét duyệt, ra quyết định hưởng chính sách (tờ khai thông tin đối tượng, các bước xác thực thông tin, trách nhiệm xác thực, quy trình xét duyệt, ra quyết định chính sách, tích hợp thông tin, hợp nhất thủ tục hồ sơ đối tượng, giải pháp số hóa hồ sơ…) và (ii) chi trả điện tử chính sách trợ giúp xã hội thường xuyên; (iii) Thực hiện thử nghiệm một số địa phương và kiến nghị quy định trong nghị định thay thế Nghị định 136/2013/NĐ-CP, dự án SAP-II phối hợp với Cục Bảo trợ xã hội, Bộ LĐTBXH thực hiện Nghiên cứu đề xuất quy trình và công cụ (i) đăng ký và (ii) chi trả điện tử thực hiện chính sách trợ giúp xã hội thường xuyên tại cộng đồng để sửa đổi, thay thế Nghị định 136/2013. To develop a legal framework and implementation plan for the electronic management of existing beneficiaries of regular social transfers, as inputs to amend and replace Decree 136/2013/ND-CP. Detailed proposals are required for: (i) systems for registration, screening for and approval of eligibility (including beneficiary declaration forms, steps for verification, responsibility for verification, processes for screening and approval of eligibility, information integration, consolidation of beneficiary records, digitization of beneficiary records, etc.); (ii) electronic payment of regular social transfers; and (iii) pilots in selected localities and recommendations for inclusion in the new Decree replacing Decree 136/2013/ND-CP, SAP-II has been collaborating with the Department of Social Assistance (DSA), Ministry of Labour – Invalids and Social Affairs (MOLISA) to research on and Proposal of Processes and Tools for (i) Electronic Registration and (ii) Electronic Payments of Regular Social Transfers as Inputs for Revision to Decree 136/2013 Interested consultancy teams can send their personal profiles including (i) Curriculum vitae (CV) of each consultant –description of all details related to the requirements of this assignment and (ii) A technical proposal/implementation plan that compiles a tentative work plan, research methodology, tools, a tentative timeframe, outputs and task division to SAP II office at No. 37A Nguyen Binh Khiem Street, Hai Ba Trung Ha Noi,  soft copies to the project email: sap.pha2.dsa@gmail.com.   Deadline: By 16:00, 18th September, 2020.
