A National Institution/Firm to Develop Tool for Assessing Quality of Public Services (UNDP)

UNDP Vietnam is seeking for An institution/firm to develop a tool for assessing the quality of public services under the management of the Ministry of Justice - Activity 4.5.2.1 (EU JULE Programme) (Ref:B-190902)

The objectives of the assignment are to:

To revise and turn the current draft questionnaire into a participatory and empirical tool for survey and data collection to assess quality of the public services managed by the Ministry of Justice in three areas: civil status registration, notarization and authentication and granting criminal records.
To test the tool to assess quality of the public services managed by the Ministry of Justice in six selected provinces.
To provide recommendations for further steps, for example, revising the tool to expand to other public services.

The selection will be on a competitive basis and will comply with UNDP procurement regulations.

A pre-bid meeting will be held at 14.00 hrs (2pm), Tuesday September 10, 2019 at 304 Kim Ma Street, Hanoi.
Participation by bidders in this pre-bid meeting is strongly recommended.
