Accounting and Procurement Assistant


Tetra Tech, through its subsidiary Tetra Tech ARD (http://www.tetratechintdev.com/), a US-based international development firm is implementing the USAID Saving Species Project. USAID Saving Species will work to reduce consumer demand for and consumption of illegal wildlife and wildlife products, strengthening wildlife law enforcement and prosecution, and improving and harmonizing the legal framework for wildlife crime. Tetra Tech is advertising for Accounting and Procurement Assistant Position. These positions will be based in the Hanoi Office. All applicants should be Vietnamese citizens. Reports to: Procurement Specialist

DUTIES AND RESPONSIBILITIES: 

Procurement

  • Support to prepare RFQs, RFPs, purchase orders, bid matrix, sub-contracts, agreements and other compliance-related documents as required to ensure that all documents are in compliance with USAID and Tetra Tech policies and procedures;
  • Assist in coordinating with Tetra Tech Procurement personnel to complete the required and requested procurements for the project;
  • Assist to maintain a clean, thorough filing system (electronic, paper, binder) for all procurement and subcontract related documents;
  • Keep track of and check project inventory on a regular basis under the supervision of Procurement Specialist;
  • Support in communication and coordination with all of the Saving Species Program task teams as required to ensure that the provision of required services/resources for activity implementation is in timely, cost-effective and due diligent manner;
  • Assist to identify the potential risk of fraud related to procurement and accounting;
  • Support in working with local, regional, or international vendors and service providers to obtain quotations and initiate procurements of requested commodities and services when assigned.

Travel Coordination

  • Assist in coordinating local and international travel, including booking airfare and hotels for field trips and/or trainings/workshops;
  • Support in monitoring local and international travel (in compliance with USAID and Tetra Tech rules and regulations).

Accounting

  • Review supporting documents and prepare voucher for payment requests;
  • Review travel expense report/advance with supporting documents and process payment for travel expenses and advances;
  • Support in preparation for workshops/meetings per diem and travel allowance;
  • Submit wire transfer online and follow up on approval and bank advices;
  • Record all transactions in Quickbooks if required;
  • Support in petty cash management;
  • Support with monthly cash projection and request for fund from Home Office;
  • Prepare annual VAT report to USAID, record and submission of VAT refund claim under the supervision of Finance Manager;
  • Collect and review timesheet, process payment, prepare and distribute pay slips for payroll;
  • Process payment and issue Personal Income Tax Certificates for consultants and staff if required;
  • Support with recruitment of consultants and activity budget review when required;

Assist with other duties upon request.

QUALIFICATIONS: (MINIMUM REQUIREMENTS)

Education:                      

A successful candidate must possess a University Degree or accredited professional certification in accounting.  

Work Experience:         

Minimum of 3 years’ experience in an equivalent position, experience in using QuickBooks accounting software preferred. Experience working in a similar position with NGO, business or international organizations is required.

Skills:                                 

Excellent interpersonal skills, including patience, calmness, willingness to listen and respect for colleagues. Excellent computer skills: Microsoft Word, Excel, Power Point, Outlook…Must be capable of working both individually and as part of a team. Must also be able to create a supportive working relationship among all project teams. Ability to multi-task and capable of efficiently responding to the needs of the project staff. Ability to effectively respond to continuously evolving procurement and financial priorities.

Languagues:

Excellent language proficiency in spoken and written English and Vietnamese.

General:

Enthusiastic, serious, responsible, good analytical and communications skills, high integrity, ability to work under pressure, attention to details and due diligence.
