Intern – Viet Nam Resident Mission

"Fiscal decentralization and implications on local government borrowing in Viet Nam."

SUMMARY OF JOB DESCRIPTION:

The intern will, using different methods of research, together with ADB in Viet Nam Resident Mission (VRM) team

(i) review the fiscal decentralization situation in Viet Nam (i.e., revenue sharing between the central and local governments, fiscal transfers, fiscal responsibilities of local authorities);
(ii) assess the implications of the fiscal decentralization on local government borrowing capacity, including legal frameworks, local government debt reporting, creditworthiness evaluation mechanisms, threshold on local debt stocks, and debt servicing to ensure debt sustainability. Findings are expected to inform ADB’s country programming mission in Viet Nam. The intern will work closely with the Country Programming Group in VRM.

PERIOD OF ASSIGNMENT:

Duration: 8 weeks (with a possibility of extension)
Timing: January 2023
LOCATION: ADB Viet Nam Resident Mission, Ha Noi, Viet Nam (or virtually, depending on prevailing travel restrictions)

EXPECTED OUTCOMES:

An in-depth analysis of Viet Nam’s fiscal decentralization and implications on localgovernment borrowing.
To complete the internship, the intern needs to submit a project report to ADB at the endof the internship, and to present the project in an ADB-wide public forum.

Qualifications

EDUCATION REQUIREMENTS:

Currently enrolled in a Masters or PhD program in governance, public finance, economics or relevant fields.
