Admin & Finance Assistant


The Socialist Republic of Vietnam, considered among the most vulnerable countries in the world to the impacts of climate change, is one of the parties to the UNFCCC who immediately ratified the Paris Agreement in 2016 and submitted its NDC to the Convention. Considering the importance of multi-level climate governance, the PIPA strategically outlined the tasks and responsibilities for sectors as well as the localities that include provinces and cities. The United Nations Human Settlements Programme, UN-Habitat, is the UN agency for human settlements. It is mandated by the UN General Assembly to promote socially and environmentally sustainable towns and cities with the goal of providing adequate shelter for all. With IPCC’s SR1.5 affirmation that “all 1.5°C-consitent pathways require actions in and by cities, often in partnership with regional and national governments”, UN-Habitat remains committed to supporting cities and national government to address climate issues in the urban setting. As a part of its strategy, UN-Habitat cooperates with International Urban Cooperation (IUC)-Asia and its current partners in the Global Covenant of Mayors for Climate and Energy (GCOM) in providing Technical Assistance to Vietnamese cities specifically in developing their Climate Action Plans (CAPs) consistent with the national policies and issuances that are likewise consistent with globally accepted reporting standards and framework that is promoted by GCOM. Through this Technical Cooperation, the IUC-Asia and UN-Habitat will support 3 pilot city governments in Vietnam to develop their CAPs. As a culminating activity for this Technical Cooperation, a workshop on CAP development will be conducted to share the experiences and learnings from the 3 pilot cities in the formulation of their respective CAPs to wider number of Vietnam cities. UN-Habitat Vietnam is looking for a Admin & Finance Assistant who will provide the day-to-day administrative and finance management support for the projects in Vietnam. The AF Assistant will work full time for the projects under the supervision and guidance of Country Programme Manager (CPM) in Vietnam, the International Climate Change Planning Expert and the Project Technical Assistant.   • Ensure effective logistical arrangements and coordination between all the actors in the Project for the prompt and effective implementation of the program activities;
  • Facilitate logistical and administrative support for local and international travels and missions of UN-Habitat Vietnam personnel under the project including schedule planning, transport requests, security clearance, DSA processing and travel reimbursements;
  • Assist the Project Technical Assistant in the preparation of TORs, and in the recruitment processes and agreements/ MoUs with partner organisations;
  • Maintain records on all project personnel and local consultants and their respective status in accordance with accepted policies and procedures;
  • Track project expenditures through appropriate bookkeeping, capturing the financial procedures of the donors and UN-Habitat’s finance and administrative guidelines;
  • Determine need for procurement and supply of office supplies, equipment and establish and maintain office files, logs, index, control index or other information concerning the work under the supervisor’s control, and maintain inventory for repair and maintenance services;
  • Assist in prepare requests for advance of funds and/or direct payments and follow-up on timely disbursements, and submit expenditure and program budget status reports;;
  • Prepare financial reports in view of the requirements by implementing partners and relevant stakeholders; and
  • Participate in site visits to understand the ground situation and prepare field reports;
  • Perform other tasks as may be necessary to ensure success of the project implementation
  Expected Output The final product will take the form of the services (described in section 3- Responsibilities) satisfactorily delivered by the selected contractor.   Qualifications Education: A Bachelor’s Degree in the field of accounting, finance, management and other related fields or significant relevant training and experience. Work Experience:
  • Has engaged with international development partners and national and local government authorities;
  • At least 1 year experience in providing logistics and administrative supports for development projects and programmes;
  • Working experiences with UN-Habitat’s financial system, budgeting, implementation modality are preferable;
