Administrative and Finance Officer - FSSP, Vietnam 

Cowater is currently recruiting a Financial and Administrative Officer for a proposal we are developing for Global Affairs Canada’s Field Services Support Project (FSSP) in Hanoi, Vietnam. This position, conditional on the project being awarded to Cowater, is full-time and based in Vietnam.

The Field Services Support Project will support Canada’s programming in Vietnam by offering technical, research, logistical, procurement and administrative support to Global Affairs Canada’s activities and initiatives.

Education:

Graduate university degree in a relevant discipline such as business, finance, accounting or management.

Candidates should be able to demonstrate additional trainings/courses in subjects such as accounting, finance, Project management, Public administration, Procurement management, Results-based management, and Human resources management.

Minimum Experience:

  • Previous experience working on international development programming - with a focus on long-term  programming;
  • Candidates should have a minimum of 4 years of experience in similar roles on international development programming. A preference will be given to candidates with significant experience in Vietnam or the ASEAN region;
  • Candidates must demonstrate experience working successfully with a range of stakeholders in an international development context.

Key Skills/Responsibilities

  • ensuring maintenance of the record keeping and filing system;
  • providing advice on obtaining permanent accommodation, utilities, security, permits and other official documents;
  • providing advice or assistance in connection with local government documentation requirements, visa and work permit processes, and related services, such as arranging for security and accommodation;
  • managing and monitoring the projects finances including maintaining the accounts payable and accounts receivable systems, tracking and monitoring expenses, and preparing budgets;
  • administering timely payments to suppliers, contractors and technical specialists;
  • preparing financial and procurement reports;
  • developing and managing reporting and invoicing for services rendered;
  • providing financial advice related to local laws and regulations, financial institutions and the reasonableness of estimated expenses for products or services;
  • ensuring the administration of the roster of technical specialists;
  • supporting the administration of contracts coordinated;
  • supporting procurement processes;
  • managing accommodation reservations and other needs for the program’s projects;
  • maintaining an information management system for all electronic and paper information related to the project
  • assisting with travel and logistical arrangements for technical specialists and other recipients;
  • managing the provision of administrative services, including, but not limited to, document production and binding, and translation and interpretation services;
  • administering the provision of logistical services, such as arranging vehicle rental, travel arrangements, event and mission planning and management, and the like, as required;
  • providing procurement services for goods and services, including, but not limited to, the procurement of technical specialist services through local and international competitive processes;

Language Proficiency:

Candidates must possess an advanced professional proficiency in English.

Employment Conditions:

Candidates must be able to live and work in the project country. The ideal candidate will already be living in/based in Vietnam
