Project Background:

As Vietnam experiences steep increases in energy demand and rising air pollution challenges, there is growing recognition that cleaner, more reliable sources of energy are needed and greater capital investment is necessary. The Vietnam Urban Energy Security Project works closely with GVN at multiple levels to improve enabling frameworks, mobilize investment, and increase the adoption of innovative solutions for advanced, distributed energy.

The specific objectives of this activity are to assist Vietnamese cities to:

  1. Improve enabling policies, regulations, and city-level plans/programs for the deployment of resilient, distributed energy services;
  2. Mobilize public and private sector investment for the deployment of advanced, distributed energy systems;
  3. Increase adoption of innovative technologies, practices, business and financing models for advanced, distributed urban energy solutions.

In Ho Chi Minh City, the project is specifically interested in promoting rooftop solar adoption, both through Commercial & Industrial users, as well as at the household level, and is looking at the feasibility of waste-to-energy activities, energy efficiency in public lighting, and electric vehicle charging infrastructure. In each of the areas, the project will identify areas of technical assistance, investment support, and innovation promotion to achieve overall project objectives.

Overview of the Position:

The Administrative Assistant will be responsible for ensuring the overall operations and administration of the USAID Vietnam Urban Energy in Ho Chi Minh City (the Project), including handling administrative tasks for the Project, providing secretarial support Project Management Unit (PMU), and connecting relevant Project’s stakeholders in related Project’s activity implementation.

Roles and Responsibilities:
  • Provide full secretarial and administrative support to the Clean Energy Task Force (CTF) and DOIT to ensure the smooth operation of the CTF in particular and the Project’s activity implementation in Ho Chi Minh City in general;
  • Provide administrative/secretarial support to the PMU in Project’s activity implementation as required;
  • Support to the information flow between USAID Vietnam Urban Energy Security and DOIT Ho Chi Minh City to ensure smooth communication between Ho Chi Minh City DOIT, the CTF, and the Project Implementing Partner;
  • Work closely with the Project Technical Specialist and Technical Lead in logistical support to the Project team members in daily work;
  • Coordinate with the Project Procurement and Logistics Specialist to receive, keep stock of stationary supplies and tracking of inventory of the Project in Ho Chi Minh City office;
  • Support the Project team in project activity’s meeting schedule, confirmation follow-up to make sure project activities run smoothly;
  • Provide logistical support through arranging project travel and accommodations for all project staff and visitors, if required
  • Translate project documents and handle the interpretation in project meetings as required;
  • Provide other administrative support to the Project and the CTF as requested.
Qualifications:
  • A university degree in a relevant field is required;
  • Minimum of five years’ demonstrated experience in office management;
  • Experience in working with government’s authorities;
  • Demonstrated excellent interpersonal, managerial, organizational and detail-orientation skills;
  • Strong computer skills (MS Office suite) required. 
  • Ability to manage and prioritize multiple responsibilities
  • Excellent written and verbal communication skills required.  
  • Fluent English required.
Supervisory Requirements:

The Administrative Assistant will be based in Ho Chi Minh City and will directly report to Ho Chi Minh City Technical Lead and will work closely with the Technical Specialist.
