Duties

This position is in the U.S. President’s Emergency Plan for AIDS Relief (PEPFAR) Coordination Office (PCO) in Vietnam. The PEPFAR program and U.S. Government (USG) health investments are guided by the U.S.-Vietnam Comprehensive Partnership, the PEPFAR Partnership Framework, the Integrated Country Strategy and annual guidance from the Office of the U.S. Global AIDS Coordinator (S/GAC).

Incumbent of this position will be a critical team member to support the whole PCO team and the larger PEPFAR interagency team, including program management and administrative tasks. The incumbent will be the point of contact for communication with USG agencies and external stakeholders, such as the Government of Vietnam relevant agencies and offices, multilateral partners, implementing agencies and community organizations.

The incumbent will  exercise constant, clear and tactful judgment and communication with a wide range of contacts within the Mission and with public and non-public stakeholders.

Requirements

  • EXPERIENCE: At three years’ work experience in program support and administrative management is required.
  • JOB KNOWLEDGE: Must have: Basic knowledge of the Government of Vietnam organizational structures and key offices to HIV issues.
  • EDUCATION: College or university studies is required.

LANGUAGE:  

  • Fluent in Speaking/Reading/Writing English is required. (This will be tested.)
  • Fluent in Speaking/Reading/Writing Vietnamese is required.

SKILLS AND ABILITIES:  Must have:

  • Ability to conceptualize and manage programs in a complex multi-disciplinary environment.
  • Outstanding written and oral communication skills that accurately convey information in a variety of settings and formats to meet varied levels of understanding by different audiences
  • Some interpretation and translation skills;
  • Computer applications knowledge and ability to use basic desktop software programs for internal management and presentations, such as Word, Excel, Outlook, PowerPoint, Publisher.
  • Ability to work independently under pressure and meet deadlines within a large team framework.
  • Qualifications: All applicants under consideration will be required to pass medical and security certifications.

  • Unique Conditions of Work Allowance: 7% of Annual basic salary (subject to review every two years).
  • Miscellaneous Benefits Allowance: US$1,000 per annum for FSN-09 and below, and US$3,000 per annum for FSN-10 and above.
