Administrative Officer


Org. Setting and Reporting

This temporary position is located in the Executive Office (EO) of the Office of Internal Oversight Services (OIOS) in New York Headquarters and is available until 31 December 2020. The Administrative Officer will report to the Executive Officer.

Responsibilities

The Administrative Officer will be responsible for the following duties:

HUMAN RESOURCES MANAGEMENT • Effectively coordinate actions related to the administration of human resources activities, e. g. recruitment, placements, promotions, performance appraisals, job classification reviews, separation of staff members, training, etc., ensuring consistency in the application of United Nations rules and procedures • Define conditions of service, duties and responsibilities and privileges and entitlements under the Staff Rules and Regulations • Identify upcoming vacancies in coordination with client offices• • Support the preparation of vacancy announcements, review applications and provide a short-list to client offices • Arrange and conduct interviews with select candidates • Review recommendations on the selection of candidates by client offices • May serve as ex-officio in appointment and promotion bodies; prepare and present cases to these bodies • Assess training needs; identify, design and deliver training programmes to staff at all levels throughout the Office BUDGET AND FINANCE • Support the legislative process with the provision of input as and when required • Coordinate input related to staffing requirements GENERAL ADMINISTRATION • Review the adequacy of departmental space requirements • Oversee the identification of office technology needs and the maintenance of equipment, software and systems, coordinating enhancements as necessary • Perform other related work as required Competencies

Education

Advanced university degree (Master's degree or equivalent) in management, human resources, business administration, public administration, finance, accounting, law, or a related area. A first-level university degree in combination with qualifying experience may be accepted in lieu of the advanced university degree.

Work Experience

A minimum of five years of progressively responsible experience in administration, finance, accounting, human resources management, or related field is required. Experience with ERPs, such as SAP or PeopleSoft, is required.

Languages

English and French are the working languages of the United Nations Secretariat. For this post, fluency in English is required. Knowledge of French is desirable. Knowledge of another official language of the United Nations is desirable.

Assessment

Evaluation of qualified candidates may include an assessment exercise which may be followed by a competency-based interview.

Please note that this is a temporary job opening, open to internal and external candidates. The temporary position is available until 31 December 2020 and is financed by extrabudgetary sources. The selected candidate is expected to start as soon as possible.
