Agency to Develop Manual Package of Two Books on Child Labour Prevention for Cooperatives

In partnership with MOLISA as the key Government of Viet Nam partner, and its Department of Child Affairs as implementing focal point, the International Labour Organisation (ILO) is implementing the Project, “Technical Support for Enhancing National Capacity to Prevent and Reduce Child Labour in Viet Nam” (ENHANCE) with financial support from the United States Department of Labour (USDOL).

Reducing and moving towards elimination of child labour requires active participation and close coordination of all levels, sectors, and all sectors of society, particularly governments at all levels, officials, schools, media agencies, social organizations, employers and employees associations, including Vietnam Cooperative Alliance (VCA).

In the context of growing integration of Vietnam into global integration, enterprises and cooperatives need to pay more attention to meeting international standards and commitments on labour, especially child labour. Therefore, the VCA respectfully requested ENHANCE Project to assist in compiling a set of manuals on child labour prevention and elimination tailored specifically to the needs of the collective economic sector to help it to implement international standards on labours, specifically child labour.

To develop a practical and user-friendly manual on child labour prevention and elimination, which is tailored to the needs and conditions of cooperatives and appropriate for the use of cooperative members and officers of VCA system. The manual aims at prevention and elimination of child labour in their production and supply chains and contributing to the common effort of the long-term and sustainable prevention and elimination of child labour in collective economic and in Viet Nam.

The ENHANCE Project is seeking a consultancy service to develop a practical and user-friendly manual on child labour prevention and elimination, which is tailored to the needs and conditions of cooperatives and appropriate for the use of cooperative members and officers of VCA system. The manual aims at prevention and elimination of child labour in their production and supply chains and contributing to the common effort of the long-term and sustainable prevention and elimination of child labour in collective economic and in Viet Nam.

III. Scope of Works

The ENHANCE project is looking for an agency to support the project to develop a manual package of two books on child labour prevention for cooperatives, which is appropriate for the use of cooperative members and officials of VCA system to support the collective economic sector to implement international standards on child labour. The package would comprise of 02 books: Book 1: Key information and knowledge of child labour and the participation of collectives in child labour prevention, including - Introduction and guide to the manual - Definition and criteria to identify child labour; - Reasons and consequences of child labour - International standards and national legislation framework on child labour. - Roles and participation of cooperatives s in child labour prevention and elimination - Development of child labour prevention plan in cooperatives; Book 2: TOT manual with necessary skills, methodologies and steps, suggested agenda for numerous timeframe of trainings on child labour prevention for cooperatives with practical exercise to illustrate the provided theories.

VI. Specific Tasks and methodology

Specific activities for the assignment might include but not limited to the development of a manual package on child labour prevention for cooperatives with the below tasks: - Review the existing documents and communication materials on child labour, international standards and national legislation framework on child labour, and other related documents; - Develop a manual of 02 books with contents mentioned in the above section - Pre-test training of the manual in 03 days in Ha Noi for 30 cooperative members and officials of VCA systems as follows: Hà nội: 8 participants, Thanh Hoá: 02 participants, Lạng Sơn: 02 participants, Lào Cai: 02 participants, Lai Châu: 02 participants, Hà Tĩnh: 02 participants, Quảng Ninh: 02 participants, Nghệ An: 02 participants, Hà Nam: 02 participants, Hải Phòng: 02 participants, Thái Nguyên: 02 participants, Ninh Bình: 02 participants. - Finalize the manual based on collected feedbacks and findings from the pre-test training

V. Expected results

A package of 02 books on child labour prevention and elimination, which is tailored to the needs and conditions of cooperatives and appropriate for the use of cooperative members and officers of VCA system

VI. Timeline and Deliverables

Timelines: This assignment will be implemented and completed during the period from February to 30 June 2021. The agent will provide for the approval by the ILO a detailed workplan, no later than 2 weeks after the agreement signing. Deliverables: A package of 02 books on child labour prevention and elimination for cooperatives in soft copy to the satisfaction of ILO
