OBJECTIVES OF THE PROGRAMME All Member States of WHO in the European Region share the common value of the highest attainable standard of health as a fundamental human right.All of WHO's actions are based on this and rooted in the underlying value of equity as described in the General Programme of Work. The 13th General Programme of Work defines the mission of WHO as one to promote health, to keep the world safe, and to protect the vulnerable. The GPW calls for heightened accountability, prioritizing impact and outcome at country level, and to improve the lives of three billion people, through universal health coverage, through addressing health emergencies, and promoting healthier populations. WHO's mandate revolves around six core functions:
  •  providing leadership on global health matters;
  •  shaping the health research agenda
  •  setting norms and standards;
  •  articulating evidence-based policy options;
  • providing technical support to countries; and
  •  monitoring and assessing health trends.
The European Region (EURO) of WHO is made up of 53 countries, with over 880 million people. The diversity of people and health situations requires, on the demand side, a solid understanding of the emerging socio-economic, epidemiologic and demographic patterns and trends at both aggregate as well as national and sub-national levels, with due sensitivity to disadvantaged populations and vulnerable segments of the society. On the supply side, it is equally crucial to have a solid understanding of the commonalities and divergences of the health systems, the circumstances and political economy under which they have evolved and operate and, more specifically, how these bear upon the way the health system stewardship function of health ministries is carried out. The European Observatory on Health Systems and Policies is at the forefront of international evidence generation and knowledge brokering for health policies and systems. Its mission is to support and promote evidence-informed health policy-making through comprehensive and rigorous analysis of the dynamics of health systems and policies in Europe. The Observatory's aim is to generate evidence and communicate effectively with policy-makers so that they can take better health systems decisions and improve population health. The Observatory is a partnership hosted by the WHO Regional Office for Europe. Its senior management team and core secretariat are in Brussels and it has offices in London, at LSE and London School of Hygiene and Tropical Medicine (LSHTM), and Berlin (TUB). This position will be based within the LSHTM team. Given that the Observatory's aim is to generate evidence and communicate effectively with policy-makers, the Observatory has a broad and extensive programme of publications (presented both online and in print), supported by a suite of materials to aid in communication and the wider dissemination of the Observatory's work. This programme and related activities form the core work of the Observatory's publication team. The purpose of this position is to assist the publications team, contributing to every stage of the preparation and production of the Observatory's publications whilst also assisting with administrative tasks and liaison with those involved in wider communication and dissemination activities. DESCRIPTION OF DUTIES As part of the London LSHTM hub of the European Observatory, the incumbent provides a variety of support, secretarial and administrative services in support of publications and translations. Key duties
  •  Liaises and follows up with freelance editors, authors, typesetters, designers, printers, warehouse and other suppliers, on tasks, schedules deadlines, as needed. Marks proofs with proofreading symbols, and, using check-lists, verifies that correct branding is applied, correct logos are used, and clearance obtained.
  •  Responds to and acts on telephone enquiries and requests for information on publications including advising on the use of the WHO style guide. Assesses the critical nature of technical enquiries and refers them to appropriate staff for reply.
  •  Accesses and retrieves information from relevant databases and updates as required. Creates background files and compiles reference material, finalize files for online and print publication, as appropriate. Posts material online, as required.
  •  Drafts correspondence and documents based on written/verbal prompts/guidance from the professional staff of the unit. Composes and finalizes correspondence of administrative nature. Takes notes at meetings.
  •  Assists in the organization of meetings held in-house or outside (working groups, seminars/courses, workshops, and symposia) in accordance with established procedures., i.e.: makes administrative preparations, including organization of practical local arrangements, and advance transport of documents/equipment.
  •  Makes travel arrangements for duty travels and prepares various committal documents for procurement of goods and services, in accordance with established procedures.
  •  Provides briefing and guidance to staff in the unit/programme on office practices and procedures. 8. Performs other related duties as required.
REQUIRED QUALIFICATIONS Education
  • Essential: Completion of secondary school or equivalent.
  • Desirable: Relevant higher education from an accredited institution.
Experience
  • Essential: At least 3 years of progressively responsible experience in the secretarial/administrative field.
  • Desirable: Relevant experience in the field of publishing/publications. Experience in an international environment or institution. Relevant experience in WHO or in the UN.
Skills Essential: Proficiency in the use of standard office computer software: Word, PowerPoint and Excel. Attention to detail. Desirable: Technical competencies in publishing and book production and demonstrated knowledge of the technical aspects of web and print publication including proficiency in marking proofs with correct proofreading symbols.
