Assistant Project Officer

OVERVIEW OF THE FUNCTIONS OF THE POST
 Under the overall authority of the Assistant Director-General for Communication and Information, and the direct supervision of the Chief of Section for Freedom of Expression and Safety of Journalists and of the relevant Programme Specialist, the Service Contract (SC) holder will work towards achievement of UNESCO's objective to address challenges and opportunities of freedom of expression, particularly the safety of journalists and the issue of impunity, in line with the 40 C/5 Major Programme V's Main Line of Action I, Expected Result 1. In particular, the SC holder shall:
  • Contribute to the global project of training judges and judiciary members (lawyers, prosecutors) on freedom of expression and safety of journalists international and regional standards, including in emergencies, by organizing webinars, liaising with relevant partners, and contributing to the development of a global toolkit and Massive Open Online Course for the judiciary on Legal Standards on Freedom of Expression;
  • Contribute to the preparation and organization international conferences for World Press Freedom Day (3 May) and the International Day to End Impunity for Crimes against journalists (2 November), including by preparing and developing the event, liaising with organizing partners and relevant networks of media and judicial actors, developing the global communication campaign, and producing relevant outcome document;
  • For the above activities, conduct research, support the compilation of references of judicial decisions to be added in a databank, and contact judicial networks from various regions to engage them in the global project of training judges and judiciary members, as well as develop Memoranda of Understanding with networks of judicial actors and international courts to strengthen cooperation on international standards on freedom of expression and safety of journalists;
  • Organize and contribute to awareness raising and capacity development activities for the judiciary and law enforcement globally, and contribute to relevant training materials;
  • Support the Section in the drafting and editing of information material, website articles, concept notes, speeches, correspondence, briefings, project proposals, policy guidelines, agreements and other documents related to the implementation of the Projects and in the areas relating to freedom of expression and safety of journalists.

REQUIRED QUALIFICATIONS
Education
  • Advanced university degree (Master’s or higher) in political sciences, social sciences including history and law, or other relevant fields.
Experience
  • At least 2 years of relevant work experience in international development, communication and/or information;
  • Relevant work experience in the areas of freedom of expression and safety of journalists;
  • Experience in project implementation;
  • Proven experience in drafting and editing (e.g reports, articles, publications, speeches, briefings etc.).

  • Excellent analytical, technical assessment, and writing skills;
  • Excellent understanding of UNESCO’s work to promote the safety of journalists and ending impunity;
  • Excellent interpersonal and communication skills, and ability to exchange information on complex issues;
  • Ability to establish and maintain effective working relationships in a complex and multicultural environment;
  • Excellent organization and planning skills, including the ability to organize own work priorities and deadlines;
  • Discretion and maturity of judgement are required;
  • Ability to work under pressure and to organize and coordinate multiple tasks;
  • Solid computer skills including advanced knowledge of office software such as Word and Excel.
Language skills
  • Fluency in both written and oral English and French.

Experience
  • Experience with UNESCO and/or the United Nations system and understanding of their functioning and procedures would be an asset.
