Associate, Analytics and M&E


Overview The Clinton Health Access Initiative, Inc. (CHAI) is a global health organization committed to saving lives and reducing the burden of disease in low-and middle-income countries, while strengthening the capabilities of governments and the private sector in those countries to create and sustain high-quality health systems that can succeed without our assistance. CHAI is looking for an Analytics and M&E Associate, eMTCT and Pediatric HIV. The Associate will be a part of the global eMTCT & Pediatric HIV team, which is primarily responsible for driving strategy development and execution of country and global activities to achieve ambitious goals to improve pediatric ART coverage in program countries through two key grants. Our overall goal is to help our ministry partners catalyze more rapid progress towards ambitious UNAIDS 95-95-95 targets for children by 2030 across program countries. The Analytics and M&E Associate will contribute significantly to these efforts by 1) designing and executing analytical models to find solutions to challenges across the pediatric HIV cascade; 2) synthesizing and visualizing results and promoting their use to optimize grant strategy and make policy recommendations; 3) conducting routine program monitoring and evaluation and 4) supporting development of and fundraising for new projects by analyzing and demonstrating their potential for impact. This is a challenging but rewarding position, which will have direct impact on thousands of children and adolescents in need of life-saving treatment. The Associate will report to the Program Manager of the eMTCT & Pediatric HIV Team. CHAI is supporting a comprehensive effort to support partner governments to reduce new pediatric infections and improve the long-term survival of all children and adolescents affected by HIV/AIDS. This position will be based in the United States. The expected amount of travel for this position is 30-40%. Responsibilities
  • Work as a member of the global team and with country teams, and other internal and external stakeholders to help countries with development, evaluation and implementation of strategies to accelerate progress in reaching pediatric HIV goals
  • Structure and drive key quantitative and qualitative analyses to find solutions to challenges along the pediatric testing, treatment, and retention cascade in order to inform grant strategy at country and global level. This includes:
  • Conducting rapid reviews and analytics of program data and develop data visualizations and dashboards to clearly communicate results and recommendations
  • Designing robust analytical models to project potential impact and estimate the cost-effectiveness of new and existing strategies in order to inform policy recommendations regarding program strategy and implementation, national adoption, transition of work to ministry, scale-up and sustainability
  • Synthesizing and sharing analytical results through written documents and presentations and supporting CHAI country teams and governments to undertake rapid implementation of proven strategies in order to optimize grant performance
  • Developing and maintaining M&E data collection tools and data dashboards for program monitoring
  • Building country-specific HIV testing services (HTS) optimization models to determine optimal strategies to accelerate the identification of children living with HIV
  • Using analytical results to inform investment cases for pediatric HIV and to mobilize domestic and external donor resources
  • Contributing to development of new work streams and proposals (e.g. new priority geographic areas, new strategies/ technologies, etc.) by conducting analyses which demonstrate their potential for increasing pediatric treatment coverage
  • Advise on strategies for collecting, storing, cleaning, and analyzing data within new technology solutions for data management and operational response
  • Collaborate with country teams to collect and validate accurate and reliable data at the country level (e.g. performance on key pediatric HIV indicators, implementation costs for various strategies, funding levels, human resources, etc.) to inform analyses
  • Be involved in various aspects of program operations including strategy, planning, budgeting, monitoring & evaluation, knowledge management, knowledge synthesis, qualitative and quantitative analysis, presentation development, implementation, and reporting
  • Conduct research for fundraising or concept note development, as needed.
  • Other responsibilities as needed by team.
Qualifications
  • Bachelor's degree from a well-recognized, high-caliber institution in a relevant field and at least 3 years of relevant experience
  • Advanced technical proficiency in MS Excel, Word, and PowerPoint
  • Excellent analytical skills and advanced user of a suite of statistical software and data visualization software (e.g. STATA, SAS, R, Tableau, Power BI etc.)
  • Experience conducting cost and/or impact analyses or developing models to inform programmatic operations, maximize impact, and formulate policy recommendations
  • Strong strategic thinker and problem-solver who is able to think creatively around long-term program objectives and the detailed steps necessary to achieve these goals
  • Excellent verbal, visual and written communication skills , including the ability to prepare and deliver compelling presentations and work on complex analyses
  • Ability to multi-task and to be effective in high-pressure situations, and able to adapt to fast-paced and changing environments, both internally and externally
  • Ability to work independently on complex projects and solve challenging problems with limited structural or operational support
  • Natural ability to be a team player, build strategic relationships and interact with individuals of different backgrounds
  • English language fluency, both written and verbal
  • Familiarity with global health issues
Advantages:
  • Master's, preferably MPH, MBA, or MPP
  • Work experience in management consulting, finance and similar private enterprises, or in economics and public sector financing
  • Experience working in developing countries, particularly with HIV/AIDS, maternal and child health programs
  • Experience working with country governments and international partners
  • Knowledge of DHIS2 configuration
  • Experience in implementing technology-based solutions with users, preferably in global health.
