The United Nations Environment Programme (UNEP) is the leading global environmental authority that sets the global environmental agenda, promotes the coherent implementation of the environmental dimension of sustainable development within the United Nations system and serves as an authoritative advocate for the global environment. At the 1992 Earth Summit in Rio de Janeiro, world leaders agreed on a comprehensive strategy for 'sustainable development'. One of the key agreements adopted at Rio was the Convention on Biological Diversity. The Convention establishes three main goals: the conservation of biological diversity, the sustainable use of its components, and the fair and equitable sharing of the benefits from the use of genetic resources. The Secretariat of the Convention on Biological Diversity (SCBD) is located in Montreal and is administered by UNEP. This post is located in the Convention on Biological Diversity, Implementation Support Division (ISD). Under the direct supervision of the Information Systems Officer and IT Team Leader and the overall guidance of the Head of the Capacity-Building and Knowledge Management Unit and Director of the Implementation Support Division, and working in close collaboration with members of the IT development team and other units of the CBD Secretariat, the incumbent will perform the following duties:

  Responsibilities

1) Plans, designs, develops and maintains the Clearing-Houses to enable Parties to the Convention, the Cartagena Protocol and the Nagoya Protocol to fulfill their exchange obligations, access information and share experiences in implementing the treaties, including: a. Designs, develops and maintains Clearing-Houses systems and ensures reliability, scalability and performance including using creative ways to delivers content to users globally. b. Analyzes the needs and requests of Parties and other stakeholders and translates theses into new features, functionalities or applications. c. Plans, tests and implements complex tasks, such as migration of the legacy systems and databases to new platforms, while ensuring smooth transition and minimal impact on end users. d. Anticipates and resolves issues related to systems integration and linkage, for example, interrelating multiple cloud-based and on-premises services. e. Installs, monitors and reports on the usage of Clearing-Houses systems, network infrastructure and database while ensuring an appropriate level of security and controlled access. f. Designs, refines, develops and implements open Application Programme Interfaces (APIs) for interoperability, as well as tools to help Parties, Organizations or other stakeholders to disseminate information through the Clearing-Houses systems nationally, regionally or globally. g. Contributes to the development of technical documentation on the architecture of Clearing-Houses and their APIs; provides a full range of technical assistance on the use of the Clearing-Houses and its tools. 2) Plans, designs, develops and maintains software to support meetings organized by the Secretariat by enabling easy registration of participants that grants access, by registered participants, to the secured meeting venues as well as to meeting documents and all meeting-related information, including: a. Designs, develops, implements and maintains software for meeting registration, print-on-demand, meeting display system, online documents access, etc. b. Forecasts and anticipates potential problems in ensuring smooth implementation and deployment of all meetings components, especially during major meetings, by deploying creative ways to minimize and avoid the malfunctioning or interruption of service; c. Provides training and continuing support to staff and meeting participants on the usage of meeting related software and tools; d. Monitors software performance by collecting and analyzing data, field information or statistics on the performance, the reliability and the usability of different tools, and making recommendations for continuously improving the software. 3) Designs, develops and maintains CBD websites, public and internal tools to improve outreach, quality of the content and staff productivity, including: a. Plans, develops and implements internal tools and software to reduce workload and simplify daily tasks of staff members which ensure constant quality and minimize risk of errors, for example by streamlining and automating redundant processes. b. Collaborates in the development and implementation of CBD websites and its different portals, as well as of tools to simplify the translation of the websites, Clearing-Houses and other publicly available tools; c. Undertakes rigorous unit and integrated testing of applications software; d. Contributes to the planning of the global IT plan of work. e. Contributes to research, analysis and evaluation of new technologies and makes recommendations for their use and deployment. f. Contributes to write reports and papers on systems-related topics, including system requirements and information strategies. 4) Contributes to the design, support and maintenance of the cloud infrastructure of the Secretariat: a. Designs and develops software that are scalable and deployable on cloud infrastructure. b. Integrates seamlessly cloud-provided services into the Secretariat’s IT solutions. c. Monitors cloud infrastructure by collecting and analyzing data and statistics on its performance, security and reliability. d. Continuously contributes to the improvement of the cloud infrastructure and its security by implementing industry standards and best practices. 5) Provides training and capacity-building support to assist Parties and organizations in the use of IT tools and support services offered by the Secretariats, including provision of technical assistance and advice, training tools, and sample codes to external developers. 6) Performs other tasks as required by the supervisor.

  Education

An advanced university degree (Master’s degree or equivalent) in computer science, information systems, software engineering, mathematics, statistics or related field is required. A first-level university degree in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree.

  Work Experience

A minimum of two (2) years of progressively responsible experience in information technology, including software design and development, database design and development, distributed systems administration and maintenance, and technical writing is required. Experience in MEAN or MERN Stacks (MongoDB, ExpressJS, AngularJS/React and NodeJS) or Vuejs/Nuxt as well as experience with service-orientated architectures (SOA), distributed/cloud computing platforms (Amazon Web Service), container platforms (Docker), microservices and asynchronous programming are highly desirable. Experience in coding in HTML / JavaScript is highly desirable. Experience in both Unix and Windows platforms is desirable. Experience of Microsoft Stack (ASP.NET and MS SQL) is desirable.

  Languages

English and French are the working languages of the United Nations Secretariat. For this post, fluency in oral and written English is required. Knowledge of other UN languages is desirable.

  Assessment

Evaluation of qualified candidates may include a substantive assessment which will be followed by a competency-based interview.
