Wildlife Conservation Society (WCS) is a non-profit, US-based private organization that saves wildlife and wild places worldwide through science, conservation action, education, and inspiring people to value nature. With secured grants from various Governments and private donors, WCS has worked in Viet Nam since 2006 with government, civil society, and media partners to strengthen the commitment and institutional capacity of key agencies to combat wildlife trafficking. We facilitate collaboration and cross-agency action at domestic and international scales between key law enforcement agencies, the judiciary, natural resource regulatory agencies and civil society organizations.
During the period of 1 July 2017 to 31 December 2020, WCS Viet Nam program has been granted by the Department of Environment, Food and Rural Affairs (DEFRA) with a project titled “Strengthening trans-continental cooperation to combat IWT between Vietnam and Mozambique” with total fund spending of 399,718 GBP for project personnel cost, program/activities cost and overhead cost. WCS Viet Nam program seeks a well-organized audit firm to conduct an external audit for the above mentioned project with a final product of an audit report that reviews whether total grant monies of total claimed were fully and solely expended for the purposes set out in the original application (or as subsequently agreed with the Department) and in accordance with the terms and conditions for the grant. To ensure quality and transparent auditing process, we will provide relevant documents; access to relevant legal documents, correspondence, and any other information deemed necessary to this process.
1. Required Qualification of Auditor/Auditing Firm
To conduct the audit, auditor must be a full member in good standing of a professional accounting body which is affiliated to the International Federation of Accountants.
The audit shall be conducted in accordance with internationally recognized audit principles and based on DEFRA guidelines for spending and reporting or otherwise as agreed between donor and recipient.
2. Proposal
The proposal must incorporate the following information:
- Understanding of the TOR and the activities that are implemented by WCS
- Audit approach
- Audit team
- Audit plan
- Financial proposal (Fee should be quoted in VND including out of pocket expenses).

Proposal written in English for this engagement maybe quote for one or both of options of Audit tentative schedule and should be submitted to WCS Vietnam as soon as possible but not later than COB of 10th December 2020.
