Business Enabling Environment / Policy Reform Manager


Title: Business Enabling Environment / Policy Reform Manager Program: USAID Linkages for Small and Medium Enterprises (LinkSME) Project
Location: Hanoi, Vietnam Expected Duration: 3 years

By providing a mix of technical assistance and volunteer expert support, IESC works with emerging industries, financial institutions, and governments to stabilize economic environments, increase opportunity, and promote growth. IESC has completed over 25,000 projects in more than 130 countries worldwide. The USAID LinkSME project funded by the United States Agency for International Development (USAID) works with business support organizations (BSOs) and the Government of Vietnam (GVN) to link Vietnamese small and medium enterprises (SMEs) with lead firms in order to integrate SMEs into lead firm supply chains chain and accelerate domestic SME growth. The USAID LinkSME project is creating systemic changes in business relationships between Vietnamese SMEs and lead firms, as well as significant increases in the quantity and/or quality of business linkages between Vietnamese SMEs and lead firms. The project is looking for the Business Enabling Environment / Policy Reform Manager position. The objective of this role is to work under the direction of the BEE/Policy Reform Team Lead to implement and help manage the annual work plan for Component 1 and Component 2 in a manner consistent with the Project Document (PD) and Project Implementation Manual (PIM). DUTIES AND RESPONSIBILITIES:
  • Closely work with advisor(s) and other technical staff to implement and monitor the progress and quality of activities under the two Components as approved at AWP;
  • Supervise short-term technical consultants, ensuring clearly stated deliverables and adherence to quality indicators;
  • Participate in biweekly and other ad hoc meetings as necessary with GVN counterpart to foster pro-active communication and coordination, including agenda, notes, and follow up actions are taken, assigned, and completed in a timely manner;
  • Develop and submit technical assistance concept notes (TACNs) and follow up sub-activities with GVN counterparts and PMU oversight in close coordination with the Component Lead.
  • Provide technical support related to legal and regulatory framework to consultants and support efforts to disseminate current or reformed policies, regulations, and administrative procedures to stakeholders;
  • Assist the monitoring, evaluation, and learning (MEL) Officers in data collection, analysis, learning and adaptation of project interventions under Component 1 and 2;
  • Advise international short-term technical assistance providers to understand local context on regulatory and G2B reform, regulatory challenges faced by SMEs and design technical assistance to address those challenges;
  • Attend trade fairs, supplier days, matchmaking events, and other business events to present on legal and regulatory reforms related to SMEs and FDI;
  • Assist with integrating key program learnings into actionable SME-related regulatory reform recommendations;
  • Assist with reports and documentation on meetings held and assessments conducted in a timely manner, and contribute to periodic reports such as weekly bullets and quarterly progress reports; and
  • Perform any other task assigned by the supervisor to meet project objectives.
QUALIFICATIONS:
  • Vietnamese national;
  • At least Master’s degree in Economics, Law, Public Administration or closely related fields of study;
  • Minimum 15 years work experience related to economic governance issues, specific experience on business-related policy and regulatory reform will be an advantage;
  • Proven record of working experience with/for Government agencies, specifically with Office of Government will be a plus;
  • Ability to conduct economic policy and regulation reviews as proven by written reports and papers;
  • Excellent understanding of Vietnam’s institutional and regulatory reform programs and ability to contribute critically to the reforms;
  • Ability to adopt international good practices in institutional and regulatory reforms and make relevant recommendations for reforms in Vietnam as proven by written reports or papers;
  • Prior experience working with/for USAID/USAID projects at technical level is preferred;
  • Fluency in written and spoken English is required;
  • Ability to make excellent presentations in both Vietnamese and English;
  • Relationship orientation: demonstrated public and private client relationship building and management skills;
  • Demonstrated leadership, integrity, and organizational skills; and
  • Maturity, professionalism, positive attitude, and self-motivation.
