Call for Expression of Interest (EOI)
Develop cinnamon marketing tools for the Cooperative in Bao Thang, Lao Cai province
SNV Netherlands Development Organisation http://www.snv.org/is a Dutch based International Development Organisation that provides market-based solutions for the poor through local institutions and organisations in 28 developing countries in Asia, Africa and Latin America.
SNV has been working in Vietnam since 1995, and currently has over 30 national and international staff. SNV Vietnam operates from a head office in Hanoi and projects in over 50 provinces in the country, including in the poorest and most remote areas.
The “Market development and competitiveness enhancement for cinnamon products to promote women's economic empowerment in Lao Cai province project” – or “Spice for Equality” for short - is 2 years project being implemented by SNV. The project is part of the “Gender Responsive Equitable Agriculture and Tourism Program” (GREAT) funded by an Australian Department of Foreign Affairs and Trade (DFAT).
The project strong focus on gender transformation, which will address barriers to women’s participation in cinnamon value-chains, and better support women’s genuine economic empowerment. It will link women producers and entrepreneurs with each other to increase opportunities for women’s collective action and will strengthen links between women and other value-chain actors to create opportunities for women’s economic participation. In this way, “Spice for Equality” adds value to existing interventions with the targeted populations by promoting a gendered value chain approach that is specifically designed to focus on improving the skills and enabling environment for ethnic minority women – one of the most economically marginalized groups in the country. By working to overcome these gender-based barriers to social and economic development, “Spice for Equality” will contribute to overall poverty reduction and the promotion of gender equality in Lao Cai province.
SNV is open for EOIs to deliver marketing tools to maximise the potential of Tam Hoi Cooperative, including but not limited to:
- Designing digital platforms (including Facebook and website) for general promotion of Tam Hoi cooperative and their cinnamon products.
- Consulting, building and designing a brand identity package for Tam Hoi Cooperative.
- Consulting and designing a leaflet to introduce Tam Hoi Cooperative

Selection Process
SNV Vietnam will review all Expressions of Interest received in accordance with the guidelines and criteria in this solicitation. SNV Vietnam reserves the right to exclude any EOIs that do not meet the guidelines. Please note that SNV is unable to provide detailed feedback to those EOIs that are not selected.
Step 1: SNV Vietnam will shortlist selected EOIs, and unsuccessful respondents will be notified. Successful applicants will be contacted by SNV Vietnam.
Step 2: SNV Vietnam will release Requests for Proposals (RFPs) for the specific activities and contract with the selected organizations/ consultants.
Protection of Information
We request that Expressions of Interest responses be free of any intellectual property that the applicant wishes to protect. Should offerors wish to include proprietary intellectual property that they believe would be helpful for SNV Vietnam, please note the proprietary nature of such information. Costing information will be kept confidential and will not be shared beyond SNV Vietnam.
Issuance of this EOI does not constitute a commitment, award, or engagement on the part of SNV Vietnam nor does it commit SNV Vietnam to any future commitment or engagement.
