Cán bộ Lãnh sự/Phiên dịch (Đại sứ quán Ireland)


The Embassy of Ireland, Hanoi is seeking a highly motivated, enthusiastic and hardworking person with excellent communication, organisational and interpersonal skills to fill a full-time Consular Officer/Interpreter position on an initial one-year contract.

Roles and Responsibilities:

The precise range of duties will vary over time according to the needs of the Embassy, but will include the following:
  1. Providing administrative support to the mission.  This will include reception duties as well as managing correspondence, invitations & calls to the mission.
  2. Communicating with Irish citizens, visa applicants and agents by email, phone and in person and ensuring the provision of accurate and timely information on consular and visa services
  3. Processing a range of consular services at the Embassy, including passport applications, emergency travel certificates, certification of documents, authentication of adoption applications, Foreign Birth Registration, Certificates of Freedom to Marry, etc.
  4. Support for emergency consular cases, including out of office hours as required
  5. Preparation of visa applications for consideration by the deciding officer
  6. Provision of translation and interpretation from Vietnamese to English, and vice versa, as required. In particular, provide interpretation support to Ambassador and Second Secretary, as well as to visiting delegations from Ireland
  7. Management of consular and visa filing systems, petty cash, official correspondence, diary management, and official travel arrangements
  8. Supporting the organisation of official events
  9. Assisting in the promotion of Ireland and maintenance of diaspora links
  10. As part of the Embassy team, assist with other Embassy priorities as required
Note: The Embassy of Ireland in Hanoi is a professional team and all staff are expected to be respond to challenges, be flexible, and to assist with other duties and projects of the Embassy as required. Staff should note that some duties may change over time as required.

Essential Requirements - candidates must be able to demonstrate:

  • Candidates must have a university degree
  • Candidates must have at least two years relevant professional experience in a similar role;
  • The candidate must be fully bilingual in English and Vietnamese (a language test will be included in the selection process)
  • The successful candidate must have a legal entitlement to live and work in Vietnam prior to recruitment.
  • The candidate must demonstrate using work based examples their strong organisational skills, the ability to manage multiple tasks and work under pressure, and excellent attention to detail.
  • The candidate must demonstrate using work based examples of providing excellent interpersonal skills, being persuasive, working in a team but also dealing effectively with members of the public and people in external organisations;
  • The candidate must demonstrate using work based examples that they are solutions-oriented, and committed to delivering results, including by adapting approach if necessary;
  • The candidate must demonstrate using examples, their working knowledge of Microsoft Office Suite (Outlook, Word, Excel);
  • Willingness to travel as requested.

Desirable Skills and Experience:

  • A good understanding of the role of the Department of Foreign Affairs and the Embassy;
  • The successful applicant will work alongside other local employees of the Embassy, and will report directly to the diplomatic staff in the Mission.  Previous experience in a diplomatic mission is desirable, but not essential. 

Terms and conditions of employment:

  •  The successful candidates will be hired on a fixed-term contractual basis and will be based at the Embassy of Ireland, Hanoi.
  • Monday to Friday, 35 hours per week, with standard office hours from 08:30am to 16:30pm (inclusive of a one-hour lunch break).
  • Annual Leave entitlement 20 days per annum.
  • The starting monthly salary for the position is $1,034.95 per month. Salaries are paid direct to a bank account, therefore, the successful candidate must have a bank account.

Selection Process:

  • Depending on the number of applications received, a short-listing of candidates to be called for a first round competency-based interview may be undertaken based on the Essential Requirements above.
  • A second interview may be included in the recruitment process; and
  • A panel may be set up depending on the calibre of candidates;
  • It is planned that first round interviews will be held by during May 2023.
