SI is implementing the USAID Learns Contract. The scope of this five-year project is to support USAID/Vietnam staff and its implementing partners to implement more efficient, effective, and sustainable programs by (1) improving staff knowledge and skills in Monitoring, Evaluation & Learning (MEL) and Collaborating, Learning & Adapting (CLA); (2) advancing evidence-informed decision-making; (3) strengthening strategic collaboration between staff and local stakeholders.Position Description:
USAID Learns seeks a creative and proactive Capacity Building Assistant Consultant who will be responsible for developing or co-developing communication materials, supporting learning activities for the project team and its targeted audience, along with data analysis and management. The target audience includes USAID Implementing Partners (IPs), USAID staff and selected government partners on a wide variety of Monitoring, Evaluation, Collaboration, Learning and Adaptation skills to strengthen the overall effectiveness of USAID-funded activities in Vietnam. This short-term consultant position as Capacity Building Assistant will be full-time, based in Hanoi and supervised by the Learns Capacity Building Director (CB Director).Responsibilities:
Communication and Visualization- In charge of the development and visualization (in close collaboration with colleagues) of user-friendly training materials, including presentations, checklists, take-home messages, two-pagers, and other documents to support Capacity Building services for USAID and IP staff in a wide variety of technical areas, including:
- MEL - Monitoring, Evaluation and Learning (including DIS, Activity MEL Plan,…)
- CLA - Collaboration, Learning and Adapting (including learning events, community of practice, tailored workshops…)
- Create new compelling visuals from data, data insights, quantitative and qualitative analysis, or supporting documents (guidelines, processes, timeline...)
- Maintain CB online products, including but not limited to:
- CB sections within USAID Learns Resource hub
- Online training (if any)
- Develop or co-develop communication materials in various formats (blogs, videos, articles, social media posts, presentations, etc.)
- Support or lead content documentation (and updates, or creation) of CB learning events, including:
- Monitoring, Evaluation and Learning (including DIS, Activity MEL Plan,…)
- Collaboration & Learning (including learning events, community of practice,…)
- Adaptive programming (including behavioral change communication, Theory of Change, project management, stakeholder engagement,…)
- Co-facilitate CB events in multiple settings (virtual, in-person, hybrid)
- Collect feedback from participants, analyze survey results and participants’ testimonials for ongoing adaptation/ improvement and documentation
- Be the focal point of internal CB team knowledge management and actively support Learns practices and for USAID/Vietnam as a whole
- Contribute to internal Capacity Building activities for Learns staff and consultants
- Be the focal point for collecting, managing and analyzing data about CB services for accountability, USAID reporting requirements, internal data use (planning & adaptation and sustainability of its efforts)
- Contribute to Learns’ reporting requirements and data quality assurance process
- Maintain CB central database and CB dashboard under well-utilized condition
- Conduct administrative, logistical and other support tasks contributing to smooth CB events
- Support the CB Director in refining processes for effective collaboration within CB team and cross team
- Other tasks as assigned by the CB Director.
Qualifications:
Education:- Bachelor’s degree, with preference for degrees relevant to communication, training and education, organizational development, project management, or other related disciplines.
- Required: Creation of project documentation and communication materials, content-wise and graphic design-wise (flyers, brochures, checklists, presentations, blogs, articles, etc.)
- Required: Visualizations of data for reporting and learning purposes
- Experience in video production, testimonials creation
- Experience in collecting, managing, and analyzing data
- Experience in organizing events (trainings, workshops, seminars, conferences, meetings, etc.) in different settings (virtual, in-person, hybrid)
- Familiarity with online platforms (Zoom, Gmeet, etc.) and online learning/collaborating platforms (Jam board, Kahoot, Quizziz, etc.)
- Experience with customer-centric approaches.
- Experience in moderation/facilitation of interactive meetings with focus on drawing out learning and insights.
Interpersonal
- Proactiveness and willingness to learn
- Good interpersonal and communication skills
- Proficiency with visualization tools (e.g., Canva, Adobe, Figma, Visme, etc.)
- Proficient Microsoft Office skills – especially Excel, and PowerPoint
- Ability to develop and co-develop communication materials (e.g. flyers, briefs, blogs, etc.)
- Ability to manage and analyze data for adaptive management
- Ability to learn and adapt new learning, methods and tools.
- Good command of English (proficiency in written English is an advantage)
- Knowledge and experience related to monitoring, collaboration, learning and adapting is an advantage
- Knowledge and experience related to USAID-funded projects is an advantage.
