Asia Pacific Programme

Working closely with local partners, the Asia-Pacific Programme currently includes a broad range of species and landscape targeted conservation initiatives in Vietnam, Indonesia, Cambodia and Myanmar, and has country programme offices in Phnom Penh, Jakarta, Hanoi and Yangon. Around 70 projects are being implemented in the region by a team of approximately 200 staff, consultants, volunteers and partner organisations with an annual regional budget of approximately USD 10 million.

Vietnam Programme

Established in 1997, the Vietnam Programme is at the forefront of conserving this unique and threatened wildlife and we have experienced some significant successes especially in the recovery of primate populations. Our programme includes a focus on: species conservation; strengthening the protected area network and improving management effectiveness; conservation and connectivity at the landscape scale; supporting the wellbeing of local communities and enabling community-based conservation approaches, placing local stakeholders at the forefront of forest management, protection and monitoring; addressing illegal and unsustainable wildlife trade, and conservation of marine biodiversity.

The Opportunity

Vietnam Programe has been supporting forest patrolling and biodiversity monitoring interventions through the engagement of local people i.e. Community Conservation Teams (CCT) at all project sites, using Spatial Monitoring and Reporting Tool (SMART) as a tool to gather data and information while patrolling and monitoring.

We are looking for an experienced Officer to help manage SMART data and manage the operation of CCTs at Khau Ca and Quan Ba (Ha Giang), Trung Khanh (Cao Bang), Mu Cang Chai (Yen Bai), Muong La (Son La), Kim Bang (Ha Nam), Pu Mat (Nghe An), Phong Nha – Ke Bang and Dong Chau Khe Nuoc Trong (Quang Binh), Ba To (Quang Ngai) and Kon Plong (Kon Tum). The ideal candidate will have a passion for wildlife conservation and technology, a proven track record in community-based conservation with engagement of local people in forest patrolling and biodiversity monitoring.

You will have experiences in working with local people, protected area rangers, using field equipment i.e. GPS receivers, Smartphones, map reading, GIS. You will have strong organisation and problem-solving skills, with the ability to build positive personal and organisational relationships. You will also have a methodical and rigorous approach to work, with experience in developing, implementing and managing the work-plan to support the delivery of high-quality CCT’s work performance.

Terms and Conditions

Purpose

The purpose of this CCT Coordination Officer position is twofold: (1) To coordinate, motivate and monitor FFI’s Community Conservation Teams (CCTs), at sites (in Yen Bai, Son La, Ha Giang, Cao Bang, Ha Nam, Nghe An/Pu Mat National Park, Kon Tum, Quang Ngai, and Quang Binh), to ensure their performance and maintain quality control, of patrolling and data collection; and (2) To ensure that monthly patrol / Spatial Monitoring (SMART) & species monitoring data is collected and received (by FFI and FPD), and then support on the analysis, reporting and storage of that data, within a database(s).

Key Responsibility

Under the supervision of the SMART/CCT Manager, but working closely with the Project Teams and biodiversity/technical advisors/team, and where appropriate the Country Director, support and/or lead on the following activities:

  • Coordinate the activities of the CCTs, across all sites, including monthly ‘patrol’ planning meetings and regular communication with the project partners (who directly manage CCTs);
  • Support to oversight and quality control on CCT performance (patrol days, routes, etc.) which will include regular site visits/evaluations, and accompanying CCT in the forest;
  • Input ‘patrol’ data and manage the SMART and biodiversity database/s for project sites, and produce monthly SMART/biodiversity reports for all sites;

Work with project partners (protected area managers and other key stakeholders) to ensure that monthly SMART reports are being used to support adaptive protected area management and patrol planning;

  • Ensure that CCTs are paid monthly, based on their performed (as measured by SMART and accompanying GPS data);
  • Support implementation of biodiversity monitoring activity for project sites, including data collection by CCT and others;
  • Support build capacity for CCTs, Primate Monitoring Teams and rangers/ local government partners in effective data recording and management (SMART);
  • Implement field activities including logistical preparation and data collection for workshops, meetings, research and field trips;
  • Train project field-based staff (where applicable) on SMART and use of related equipment;
  • Support on reviewing CCT models at every six months to adjust its protocol and scope of work;
  • Lead on CCT / ranger quarterly meetings;
  • Lead on first-aid training for CCT members at all sites.

Other Duties

Assist with camera trapping, which includes setting camera traps, collecting, analysing data and reporting results;

  • Assist with wildlife surveys and biodiversity research (field work once required);
  • Undertake tasks in support of the Programme in Vietnam that may reasonably be requested by Senior Management Staff and with approval of the Country Director/Programme Manager;
  • Ensure that project office and field operations are conducted to a high level of health, safety, integrity, environmental good practice and cultural sensitivity. This includes ensuring that field medical kits are in good order and taken out on every field trip;
  • Ensure that Fauna & Flora policies and guidelines are followed within the implementation of the Programme in Vietnam;
  • Programme Support: As for all staff members of the Vietnam Programme, the Officer will be expected to participate in monthly and ad hoc technical meetings, support the planning and implementation of field work activities (including time spent in the forest) and provide reasonable and appropriate support to the programme, in general, as requested by Country Programme Manager or Country Director;
  • Support development of concepts for biodiversity conservation projects and monitoring;
  • Other duties as reasonably required as a SMART/CCT Officer.

Required outputs

Monthly work plans and summary reports on implementation;

  • Monthly SMART / wildlife reports and associated maps (produced within SMART);
  • Quarterly CCT / ranger planning meetings (minutes);
  • Monthly CCT / ranger performance data (for payment);
  • Mission Terms of Reference(s) (MTOR) before and Back to the Office Report(s) (BTOR) after field trips/visits;
  • Technical / activity reports of field surveys and research to the Country Programme Manager in accordance with reporting cycle.
  • Delivery of activities in accordance with agreed monthly work plans.
