This position is located in the Business Transformation and Project Management Section of the Analytics and Project Management Service, in the Business Transformation and Accountability Division (BTAD) of the Department of Management Strategy, Policy and Compliance (DMSPC). The Change and Project Management Officer reports to the Senior Change and Project Management Officer (Programme Officer), P-5. The focus of this job is the implementation, monitoring and evaluation of programmes, operations and other activities in a particular functional area.
ResponsibilitiesWithin delegated authority, the Change and Project Management Officer will be responsible for the following duties:
• Supports all major activities within the Business Transformation and Project Management Section of the Division of Business Transformation and Accountability (BTAD). • Assists in ensuring that the UN Secretariat’s business model is aligned with evolving mandates and changing operational environments. • Supports the continual refinement of business strategy based on anticipated client needs. • Monitors new trends, keeps abreast of industry best practices and proactively identifies opportunities to innovate. • Supports project management major transformation projects. • Assists in project and change management training and guidance and supports departments/offices/missions in structural or process changes arising from new mandates. • Ensures that transformation projects are designed, consulted, communicated and implemented according to best practices in change management. • Supports effective project management by capturing and documenting the project scope and business requirements, specifying deliverables, estimating resources and timelines and monitoring progress against the project plan. • Contributes to all major activities within the Business Transformation and Project Management Unit of the Division of Business Transformation and Accountability (BTAD). • Works with key clients to identify change management issues and facilitate the development, implementation and evaluation of assigned projects to prepare and support organizational change, whether on the global Secretariat scale or on a specific topical issue. This includes, but is not limited to, reform initiatives, enterprise resource planning (ERP) solutions, management initiatives and thematic or ad hoc agenda items relating to organizational change. • Assists in the management of risks, issues and changes on the project and ensures key stakeholders are aware of such issues. Develops risk mitigation plan where applicable. • Ensures cross-functional integration of business areas (HR, finance, budget, et al) and engages stakeholders by maintaining communications and seeking feedback, as required. • Identifies and implements technology solutions that support change and project management following policies and procedures set by the Office of Information and Communications Technology (OICT). • Documents and writes related procedures. • Keeps abreast of related innovations, including those in information technology, that move change and project management forward and, in collaboration with OICT, determines the need for testing and evaluating new solutions. • Carries out basic research on selected aspects of programmes, operations and other activities, etc., to include collecting, analyzing and presenting statistical data and other information gathered from diverse sources. • Develops innovative ways of presenting information gathered from diverse sources. • Assists in performing consulting assignments, in collaboration with the client, by planning facilitating workshops, through other interactive sessions and assisting in developing the action plan the client will use to manage the change. • Participates in survey initiatives; assists with design of data collection tools; issues data collection tools, reviews, analyzes and interprets responses, identifies problems/issues and prepares preliminary conclusions. • Contributes to the preparation of various written outputs, e.g. background papers, analytical notes, substantial sections of reports and studies, inputs to publications, etc. • Provides administrative and substantive support to consultative and other meetings, conferences, etc., to include proposing agenda topics, identifying participants, preparation of background documents and presentations, etc. Undertakes outreach activities; participates in the development of training workshops, seminars, etc.; participates in and makes presentations on assigned topics/activities. •Participates in field missions, and drafting of mission summaries, etc. • Coordinates activities related to budget funding (project preparation and submissions, progress reports, financial statements, etc.) and preparation of related documents/reports (pledging, work programme, programme budget, etc.). • Performs other duties as required. Advanced university degree (Master’s degree or equivalent) in business administration, management, information management, or a related field. A first-level university degree in combination with qualifying experience may be accepted in lieu of the advanced university degree. Certification in project management, such as Prince 2, PMBok or equivalent, is required.
Work ExperienceA minimum of five years of progressively responsible professional experience in project management, change management or related area is required. Experience as a project management officer for information technology (IT) projects is required. Experience with large scale implementation of organizational change initiatives or major business transformation projects is desirable. Experience in preparing written outputs including background papers, analytical notes, reports etc. is desirable. Experience in the UN system or comparable international organizations is desirable.
LanguagesEnglish and French are the working languages of the United Nations Secretariat. For the position advertised, fluency in English is required. Knowledge of French is desirable. Knowledge of another official United Nations Language is an advantage.
